ROLE AND RESPONSIBILITIES:

Your main objective is to oversee the development, appropriate implementation and coordination of ACF Yemen famine prevention emergency response in Northern Yemen. You will ensure ACF’s agreed role in the emergency in geographical locations and sectors, and lead effectively the coordination of the response with other actors. You will also support the DCD-Programme in gathering relevant information to advocate for a principled, coordinated response.
Your main responsibilities consist in the following:

  • Oversee the emergency programme strategy and humanitarian alert analaysis
  • Monitor and manage the program implementation
  • Coordinate and take the lead on Security and Access activities (implementation of dedicated security plan for emergency, security assessment and response, protocols, and networking.)
  • Establish and maintain good relationships with external stakeholders (counterparts, government, UN agencies, foundations, NGOs)

REQUIREMENTS

  • Masters degree in International Development, Political or Social Science, Economics, Business Administration or related field.
  • At least 5 years of work experience preferably in humanitarian or development work with at least 3 overseas experience in the management and coordination of complex emergency interventions.
  • Significant experience with INGOs, particularly in complex emergencies and high-security environments. Previous experience with ACF in emergency and post emergencies an asset.
  • A strong grasp of project cycle management
  • Experience working collaboratively with a variety of stakeholders including local authorities, partners, and other I/NGOs.
  • Excellent communication skills in English (inc. drafting and written skills)
  • Proven ability to work in insecure environments and live in confined areas
  • Essential experience in RRM (or similar) implementation/coordination in similar contexts
  • Excellent management skills (HR, projects, stress management)
  • Advanced knowledge of donors’ guidelines and procedures (ECHO, UNICEF, DFID, OFDA, etc.)
  • Ability to organize, train and motivate a multicultural team
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Excellent negotiation skills
  • Strong analytical capacity for program design and development.
  • Disciplined and able to work and arrive at decisions autonomously with minimal guidance.

WORK CONDITIONS:

Contract:

  • 4 to 6 months fixed term contract under French legislation

Salary and Benefits:

  • Monthly gross salary from 2450 to 2800EUR upon experience
  • Monthly per diem and living allowance: 728EUR net, field paid
  • Monthly country allowance: 450EUR
  • 16% of the gross monthly salary for pension insurance reimbursement for non-French citizens
  • 15% of the gross salary for specific flying allowance

Transportation and accommodation:

  • Coverage of transportation costs and guest house

Medical coverage:

  • 100% coverage of medical expenses and repatriation insurance

Leaves and RnR:

  • 25 days of paid leaves per year, 20 RnR per year and 215 EUR at each RnR period
