PROJECT DESCRIPTION

Corruption remains a significant obstacle to development globally and throughout Southeast Asia and the Pacific (SEAP) region. Corruption is cross-cutting numerous illegal activities, from the process of harvesting and manufacturing illegal wood-based products, migrant smuggling and human trafficking to terrorism financing.  Corruption of public officials is perceived as an enabler of serious and organised crimes that are undermining the countries` abilities to deliver the development agenda.  

The UN Convention against Corruption (UNCAC) provides a comprehensive framework to strengthen anti-corruption frameworks in the region.  As all SEAP countries have ratified this universal and the only globally binding treaty, they have also successfully completed the UNCAC compliance review mechanism related to criminal enforcement and international cooperation capacity. They are all currently undergoing the second review cycle, which will, in the coming years, provide reports on their compliance to a wider range of preventive measures and recovery of assets.

The outcome of the UNCAC review process provides a solid basis for formulating anti-corruption technical assistance programmes, the process helps countries to identify gaps in anti-corruption policies and frameworks as well as technical assistance needs. UNODC provides technical support to countries so that they can translate the gap analysis into effective legal and policy frameworks and sustainable anti-corruption strategies.

Effective anti-corruption efforts require a whole-of-government and society approach, including different sectors and branches of the government, civil society groups and the private sector.  Public engagement often makes a real difference. Ongoing support to developing national and regional capacities to prevent and effectively address corruption remains an important priority for UNODC.

UNODC works with Member States to enhance the capacities of their national anti-corruption bodies through the provision of technical assistance as well as the organisation of training programmes. In addition, in order to facilitate the coordination of international anti-corruption efforts and peer to peer technical assistance the UNODC provides a framework for regional and bilateral support. 

Support is offered to:

* Strengthen anti-corruption policies, legislation and strategies;

* Strengthen institutional frameworks and capacities for control of corruption;

* Development of regional anti-corruption forums, networks and institutions;

* Enhanced capacity of the private sector, civil society groups, academia and the media to promote and implement anti-corruption strategies.

UNODC’s ROSEAP Regional Programme, Sub Component 2 on Anti-Corruption and Global Anti-Corruption Programme and Global Anti-Corruption Programme have been designed to provide a comprehensive technical assistance to the States Parties to the UN Convention Against Corruption, offering the specialized expertise, knowledge tools and sharing of experience and good practice examples in preventing and fighting corruption, enhancing the international cooperation and recovery of assets. Activities are aimed at assisting national authorities, in public, private and civil sectors, and conducting training and workshops events at national, regional and international levels.

PROJECT OBJECTIVE

UNODC’s anti-corruption efforts in the SEAP region focus on supporting countries to meet the requirements of UNCAC by providing technical assistance and facilitating regional exchanges to translate the provisions of the Convention into effective legal frameworks, policies and practices and to build national bodies of highly skilled anti-corruption practitioners that will allow States to be well-equipped to prevent and combat corruption.

OBJECTIVES OF THE ASSIGNMENT

The purpose of the assignment is to support: corruption prevention activities with non-State actors, notably the media, private sector, Parliamentary and youth; Pacific Island countries’ (PICs) involvement in the broader anti-corruption agenda, including follow-up to the United Nations General Assembly Special Session (UNGASS), the upcoming Conference of States parties to UNCAC and implementation of the Teieniwa Vision: Pacific Unity Against Corruption; and ongoing anti-corruption visibility with UNCAC States parties.

For Southeast Asia, the consultant will be responsible for the organization of a conference on access to information in cooperation with the Southeast Asian Parliamentarians Against Corruption and other NGOs and stakeholders as relevant. The issue of open data policies and measures for access to information will be also tackled.

The Consultant will be required to liaise closely with the UNODC Anti-Corruption Advisers for the Pacific and Southeast Asia and relevant national counterparts in SEAP carrying out the tasks. The assignment is home-based with remote online communication in lieu of the travel missions.

SCOPE OF WORK

Under the direct supervision of the UNODC Anti-Corruption Advisers for the Pacific and Southeast Asia, the consultant will be responsible for:

• For PICs:
  • providing technical support to UNCAC States Parties to participate in the broader anti-corruption agenda, specifically focusing on implementation of the political declaration of UNGASS focused on corruption and the Teieniwa Vision: Pacific Unity Against Corruption, including advocacy around the Vision in appropriate forums (e.g. the Pacific Islands Forum Secretariat), and active participation virtually by PICs at the upcoming CoSP session in December 2021;
  • Provide support to UNCAC reviews and follow-up work on the reviews including the development and implementation of National Anti-Corruption Strategies;
  • Providing technical assistance to select Pacific Chambers of Commerce in their implementation of Codes of Conduct and anti-corruption/ integrity trainings;
  • Undertaking trainings and providing technical advice to the Pacific Anti-Corruption Journalists Network and the Pacific Islands News Association to support media engagement in corruption prevention;
  • Providing technical advice and supporting Parliamentary and/or youth engagement in corruption prevention, notably through integrity in sports;
  • Drafting newsletters, media releases, social media engagement and other reports/ knowledge products for UNODC’s anti-corruption outreach and awareness-raising, and upon request, for UNCAC States parties (e.g. in relation to CoSP).
• For SEA:
  • Organize a roundtable with policymakers in cooperation with the SEA_PAC on access to information in Southeast Asia. This will include developing the concept note, liaising with relevant stakeholders identifying and engage with participants, develop conference sessions, identify speakers and produce a final report with recommendations for follow up.

EXPECTED OUTPUTS AND DELIVERABLES

Timely and satisfactory completion of assigned tasks, with consistent attention to quality and detail of outputs as follows:

• At least fifteen (15) years’ experience working on anti-corruption issues at various levels: national, regional (and sub-regional) and international levels; experience in working with Parliaments and other representative bodies including (but not limited to) civil society organizations, local governments and media preferred.

(28 points for 15 years experience; additional 6 points for each additional year; additional 6 points for experience working with Parliaments, CSOs, local government, and media)

• Has delivered at least 10 trainings to build the capacity and skills of anti-corruption counterparts, notably with non-State actors; experience in Southeast Asia and the Pacific with existing regional networks a plus

14 points for 10 trainings; plus 3 points for each additional training delivered in excess of 10; additional 3 points for experience in Southeast Asia and the Pacific
