General Management
- Conduct all activities with a commitment to the RST mission and strategic plan; focus efforts to inspire a client-centered approach to quality service delivery and operational excellence; uphold all RST policies and procedures.
- Coordinate and manage the daily operations of the office to ensure compliance with all contracts and agreements associated with their specific office, including the monitoring of case files; be ultimately responsible for program execution and service delivery.
- Supervise the activities of all programs to guarantee the completion of service delivery and achieving programmatic outcomes across all grants.
- Create a positive, safe, and productive work environment for all staff; ensure staff time is managed in-line with job description and duties; coordinate PTO requests, day-to-day activity scheduling, and ensure staff are working within budgetary limitations (ensure part-time staff work specified hours and non-exempt staff do not incur overtime).
Financial Management
- Oversee the expenditure of interpretation, contractor, client services, and other budgets or line items.
- Safeguard RST finances through implementation of RST internal controls and policies; ensure check or funding requests meet accounting and program standards and are submitted in a timely basis.
- Carefully manage cash and cash equivalent accounts (petty cash, bus passes, gift cards) in accordance with accounting policies and controls; ensure that cash accounts are reconciled on a monthly basis.
- Prioritize the collection of required matching contributions to applicable program budgets; ensure matching contribution goals are achieved; supervise the fulfillment of other targets such as slot allocation for the Matching Grant program.
Program Management and Compliance
- Responsible for the local execution and adherence to program requirements for a very large grant/program portfolio.
- Track and monitor grant performance measures, outputs, and expected outcomes; ensure all program goals are met.
- Review and audit case files for compliance on a monthly basis; prevent compliance issues through consistent monitoring, follow-up training, and staff performance reviews and coaching.
- Oversee production of grant reporting for each program; make certain reporting and other requests for information are submitted on time, complete, and of high quality.
External relations
- Serve as the face of RST in central Texas, maintaining a positive public perception of the agency.
- Provide knowledgeable, confident messaging at area meetings and through public speaking opportunities
- Coordinate media requests and other public relations activities with the Admin office; will serve as local spokesperson for approved media events.
- Maintain a good working relationship with other service providers and community partners in the area; create new and grow existing partnerships for the benefit of RST clients and services and lead community consultation efforts.
- Ensure that external communications including RST marketing materials, messages, correspondence, and other materials are consistent and follow branding guidelines.
- Collaborate with the Development Director and development team to create fundraising strategy for local office; participate in and assist in the coordination of fundraising activities; assist in creating, engaging, and managing local donor base.
- Serve as an advocate for RST to educate businesses, faith-based communities and government entities regarding agency and client needs.
Human Resources
- Recruit and train staff; ensure that all staff are properly onboarded, welcomed, and supported to include comprehensive training and orientation for position; oversee hiring process per agency HR policies.
- Monitor expense reports and timesheets for staff and other contractors, ensuring they are received in the Finance Department on a timely basis.
- Ensure completion of HR reporting, performance reviews, and other paperwork.
- Maintain open and direct communications with all staff; ensure staff issues and concerns are properly and promptly resolved. Cultivate staff for professional development, retention, and personal growth, ensuring ongoing support in their respective positions.

Administer Paycom HR portal for staff and supervisors; maintain up-to-date records in Paycom including PTO approvals and time cards

QUALIFICATIONS:

Bachelor’s degree required, Master’s degree in nonprofit management, business administration, Social Work, or related field desired; preference will be given to candidates with related experience in nonprofit management or business administration.

A minimum of 5 years management experience.

Experience with management and reporting of federal grants preferred.

Must have excellent communication skills both verbal and written; high English language proficiency required.
- Experience working with diverse, vulnerable populations and refugee service or victim service provider programs desired.
- Must be flexible, capable of working independently under pressure with deadlines and managing multiple priorities.
- Computer proficient including an intermediate/advanced knowledge of Microsoft Office applications (Word, Excel, PowerPoint, and Outlook).
- Must have reliable transportation and maintain valid driver’s license and insurance coverage for vehicle.
- Ability to travel occasionally for statewide RST meetings and gatherings
