- General Background
The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025, UNHCR will become a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern. Global Data Service (GDS) translates UNHCR¿s data vision and strategy across the organization, through direct and indirect service delivery, coordination and collaboration, and advocacy to and with internal and external UNHCR stakeholders.
The UNHCR Global Data Service (GDS) in Copenhagen, Denmark, supports the operationalization of this vision by providing support, guidance and advice on policies and technical support (including training), to field operations, to other units in UNHCR Headquarters as well as to external partners, on registration and identity management, on the collection, analysis and dissemination of operational data and statistics. GDS also develops and deploys tools to enable registration, case-management, assistance and data collection and management.
However, to fulfil the vision, investment in data and information management needs to also include a clear strategy for how UNHCR communicates on data both internally and externally. Internally to ensure that staff in operations are fully aware of and use the guidance and tools developed and externally to ensure UNHCR visibility and positioning as a leading authority on data and information related to Persons of Concern.
The Associate Communication Officer will work under the direct supervision of the Head of Global Data Center and will provide support to GDS communication and promoting data on forcibly displaced and stateless populations across the organization. -
Purpose and Scope of Assignment
Under the overall supervision of the Head of Global Data Service, the incumbent will undertake the following tasks:
Support the Global Data Service in achieving the aims of the Data Transformation Strategy, by developing and delivering a variety of communication products on data (e.g. newsletter, infographics, stories, etc.), particularly for an internal audience;
Support the four sections of the Global Data Service on communications matters in developing communication strategies and tools related to their respective data products;
Support the Global Data Service’s presence on UNHCR’s digital communication platforms (blog on digital inclusion, unhcr.org and intranet) as well as social media;
Contribute through bespoke events and campaigns to an organization-wide understanding of population data, statistics and demographics, data protection and registration and digital identity and help improve data literacy in the organization;
Develop and produce documentation and material as required by the Head of Global Data Service;
Support GDS events as required
Undertake any other communication activities or tasks requested by the Head of GDS. -

Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
University degree in the following areas:
Journalism; International Relations; Political Science;
Communications; Public Information; Media
Film / Video; or other relevant field.
b. Work Experience
3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree
Professional experience in journalism and/or communications, mainly at international level, with exposure to data-related topics. Experience managing engagement around an international brand or organization working as part of a geographically diverse team (across time-zones). Experience working on advocacy campaigns. Experience with brand management.
Experience in the field of data journalism is desirable.
