In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

The position is assigned in the Office of the Secretary (SEC). SEC is responsible for providing strategic and operational support to the ADB, the Board of Governors and the Board of Directors.

Job Purpose

The Associate Secretariat Officer position is responsible for providing technical and administrative support to the Integrity Oversight Committee (IOC). The position also serves as focal for providing cross-Suite coordination support to Board staff. The incumbent will report to the Assistant Secretary.

Responsibilities

• Organizes IOC meetings and oversees the preparation of reports and supporting documents for the meetings.
• Prepares IOC minutes and maintains evidence relied upon by the IOC.
• Maintains and updates statistics and data on sanctions, appeals, reprimands, cautions; and generates reports.
• Administers the selection, appointment, and renewal of IOC members; and monitors term expirations. Organizes appropriate orientation for new IOC members and periodic training opportunities for continuing IOC members.
• Updates the IOC’s website with basic information on the IOC’s role, structural composition, governing provisions, and contact information; and ensures that IOC case summaries available and highlight representative or notable decisions.
• Acts as focal for Board staff in responding to queries and cross-Suite coordination on operations, budget, HR, learning and development, SWR and related matters.
• Provides secretariat support to Board committees.
• Supports SEC projects, activities and initiatives assigned by the Secretary and the Assistant Secretary.

Qualifications

Relevant Experience & Requirements

• Bachelor’s degree in economics or business administration or related field, preferably with advanced training
• At least 6 years of relevant professional experience
• High degree of integrity and ability to deal with highly sensitive and confidential matters
• Ability to present, communicate and write effectively in English
• Proficient in MS Office applications
• Working knowledge of ADB’s policies and procedures will be an advantage
• Excellent analytical and research skills
• Strong interpersonal skills and ability to interface effectively and diplomatically with people at all levels
• Ability to respond to client demands with a combination of tact and firmness. High level of professionalism. Ability to maintain composure under pressure
• Ability to work collaboratively within teams as constructive team member
• Sound judgement, and ability to work independently and make decisions as required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
