Title: Awards and Compliance Officer

Reports to: Director of Grants and Contracts

Location: The position may be based in Syracuse, NY, or Washington DC. The position will begin on a remote modality.

Type: Full-time**

Travel: up to 25%**

For 100 years, the Near East Foundation (NEF) has worked to build more sustainable, prosperous, and inclusive communities in the Middle East, Caucasus, and Africa through education, governance, and economic development initiatives. Working through a network of country offices and local partners, NEF currently has operations in nine countries: Armenia, Jordan, Lebanon, Iraq, Mali, Morocco, Palestine, Sudan, and Syria. Its programs are organized around three themes: Peacebuilding through Economic Cooperation, Climate-resilient Agriculture, and Microenterprise Development. The Awards and Compliance Officer will support the operations and compliance department by monitoring all contractual and regulatory requirements in all phases of grants and restricted contributions from award through close-out. The Awards and Compliance Officer will liaise with HQ teams (program, MEL, finance, HR) and country teams to ensure compliance with NEF policies and procedures and donor regulations. The Awards and Compliance Officer will add to and strengthen the operations and compliance department’s professional profile within and outside NEF. The selected candidate will foster internal collaboration and cooperation in all compliance matters.

Responsibilities:

● Assists in the review and preparation of agreements and contracts;

● Coordinates subrecipient assessments and monitors subrecipient compliance with award provisions;

● Coordinates procurement procedures in accordance with NEF procurement policy from developing project procurement plans through recommending disposition of assets;

● Manages advertising for HQ-level procurement actions and global consultant retention;

● Conducts mandatory screening of NEF stakeholders;

● Assists in reviewing solicitations and pre-proposal documents prior to submission;

● Assists in the systematic startup and closeout of projects globally;

● Researches regulatory issues and stays up to date on revisions to relevant regulations for NEF-relevant donors (e.g. USAID, DoS, UK, EU, 2 CFR 200, ADS);

● Participates in activities and discussions related to streamlining operating procedures;

● Maintains electronic filing of compliance and operational documents;

● Maintains calendar of and monitors upcoming compliance and operational deadlines;

● Manages asset inventory for NEF Headquarters and Field Offices;

● Travels to field offices to assist in start-up, close-out, or compliance reviews/audits as needed.

Experience/Qualifications:

● Bachelor’s degree plus 3-5 years of relevant work experience;

● Basic familiarity with government rules and regulations applying to international development or humanitarian work (US, UK, or EU);

● Demonstrated ability to work in a team;

● Detailed oriented and ability to manage multiple competing deadlines;

● Strong interest for regulatory-oriented work;

● Willingness to undertake extensive travel to NEF’s areas of work;

● Knowledge of French is not required but highly preferable.
