The role

Background:
Save the Children – Syria Response Office (SRO) has been at the forefront of the crisis in Syria since 2012, and actively responding to emergencies, and supporting children and communities through its area offices. Following the Turkish offensive to NES in October 2019 and GoS offensive to NWS that displaced about a million individual, the situation has been relatively stable which provides a good space to further focus on the capacity of our MEAL staff and of our partners. A number of different implementation modalities are being utilized to gain and sustain access across Syria. Moreover, the MEAL systems and understanding of processes varies significantly from location to location. The access constraints also hamper the meaningful participation of communities in the project design and during implementation. Therefore, local capacity building becomes crucial for quality programming, strengthening participatory mechanisms and long-term sustainability of humanitarian efforts on the ground.

ROLE PURPOSE:
Save the Children (SC) Syria Response Office is recruiting a facilitator to lead the Boost Accountability to Children and Communities Program (BAACP) that will take place in North West (NWS) and North East Syria (NES) Area Offices (AO).

The BAACP requires a dedicated individual with proven experience on humanitarian response practically in accountability to children and communities and participatory systems in addition to practical experience in implementing and adhering to core humanitarian standards in quality and accountability (CHS) to provide training and support in Arabic language to the personnel of SC and its implementing partners. This dedicated individual/s will support our efforts to involve communities throughout the entire awards cycle in NWS, and NES. The facilitator will be training and coaching the locally selected Accountability Champions as part of the longer-term plans to provide wide-range capacity building, activity implementation, tools adaptation and awareness on accountability to children and communities. With the necessary modules developed and increased capacity, by the end of the project – Save the Children will take over the process from the facilitator/s, ensure that trainings and coaching exercises are sustained and expanded in the wider response.

*The role holder is expected to have the ability and flexibility to travel to Turkey / Hatay and / or inside North East Syria to directly work with SC and implementing partner personnel.

PROJECT DETAILS:

Objective: Response-wide capacity-building on Accountability understanding, Mechanisms and Core Humanitarian Standards to facilitate strengthened community and child participation in humanitarian programs in Syria.

Program Duration: 4 Months (February – May 2021)

Target Groups:
The program will target Save the Children personnel from Amman, North West and North East Syria Offices, and their implementing partners.

* Syria MEAL department personnel
* Leading Operational / Program Personnel in Area Offices
* Implementing Partner Leading MEAL and Operational Personnel

Roll-out Modality:
The trainings are expected to be conducted face-to-face in NWS and NES Area Offices if possible (in Turkey, Iraq or North East Syria). However, considering the restrictions during the COVID-19 pandemic, it possible to shift the modality to remote, and have the trai nings and coaching sessions conducted through Microsoft Teams or Skype. The consultant / facilitator is expected to work part-time, yet flexible to arrange her/his work plan according to the availability of the field teams.

The facilitator will receive indirect guidance and support from functioned structured monitoring team in Save the Children. The monitoring team will review and guide through the facilitator on SC internal considerations for accountability to children and communities.

Admin / Logistical support from SC:
Technical and Operational Support: The monitoring team (MT) will be playing a backstopping role supporting the facilitator with context, guidelines, and directions. Facilitator will be handing over the developed modules and coaching program to this team by the end of the contract term.

Logistics: If the context and Covid-19 situation allows, for in person training and coaching, the entire logistics including travel and accommodation of the facilitator/s will be covered by Save the Children throughout the program.

SCOPE OF ROLE:
* Reports Direct: Sn. MEAL and Research Manager
* Reports Indirectly to: BAACP Monitoring team / board
* Staff reporting to this post: N/A

KEY AREAS OF ACCOUNTABILITY:
* Pre-Assessment of Area Office and Partner Capacities on Accountability Mechanisms
* Develop training and coaching modules
* Provide top line awareness raising sessions across Syria Response Office
* Provide Training of Trainers to selected individuals for the program
* Provide coaching to Accountability to Affected Populations (AAP) Champions
* Hand over coaching program to Monitoring team
* Develop and submit project evaluation report to BAACP Monitoring team

QUALIFICATIONS
* Minimum Bachelor’s (preferably Master’s) degree in a relevant subject or equivalent field experience
* Experience of building personal internal and external networks.
* Understanding of Syria’s context and potential challenges for Accountability mechanisms
* Ability to develop training modules in Arabic and English
* Ability to train and coach personnel
* Ability to prioritise and deal with competing demands.
* Ability to deliver results against demanding timetables and in the face of competing demands.
* Ability to travel and work within challenging environments.
* Awareness of own strengths and weaknesses and evidence of commitment to self-managed personal development.
* Self-motivated with the capacity and willingness to be flexible and accommodating in difficult working circumstances.

EXPERIENCE AND SKILLS
* At least 8-9 years of related work experience, preferably 5-6 years of experience in establishing Accountability and Participatory mechanisms
* Working experience on field and emergency settings, and experience in capacity building programs preferably with child focus programs
* Previous experience in training module development, conducting training and coaching in an international organization
* Excellent verbal communication, presentation and report writing and reading skills in Arabic and English.
* Excellent understanding and knowledge of humanitarian standards in practical core humanitarian standards (CHS) and their application on field.
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
* Commitment to Save the Children Child Safeguarding policy.

Desirable
* Experience in NWS or NES programming and context
* Experience in developing Accountability Frameworks
* Experience in working for child focus programs within local or international NGO
