The Opportunity
In March 2021, Save the Children convened a programme partnership known as ACTIVATE (Adaptable Communications and Technology to Increase Vaccine Acceptance and Teen Engagement). Through this programme we seek to promote COVID-19 vaccination uptake to reduce the impact of the pandemic and help children’s lives return to “normal,” while mobilizing children and youth as vaccination champions in local communities
Drawing on internal and partner expertise in the areas of behavioral science, youth led advocacy, community engagement, digital communication and evidence generation we are designing a suite of adaptable digital and non-digital communications tools and strategies that can be applied in a wide range of diverse contexts to tackle vaccine hesitancy and uptake.
Through a process of rapid formative research, co-creation of content design and impact testing we will provide Save the Children country teams and partners with a range of communication products and behavioral strategies that can change people’s knowledge, attitudes and behaviour in relation to vaccine uptake.
The programme is focusing on 6 countries (Bangladesh, Pakistan, India, Philippines, Nepal and Kenya) in the first instance to develop and test products. This development phase began in April 2021 and will be followed by implementation, refinement and wider engagement through the summer of 2021, before being supported to scale up through the second half of 2021.
Our intention is to make the products and approaches that can tackle hesitancy available as vaccines become a widespread opportunity in countries, and to make these products adaptable in order to support as many countries as possible to tackle hesitancy as it occurs.
ACTIVATE will also measure and evaluate the effectiveness of communications and strategies impacting on attitudes and behaviour towards vaccines. We intend that this will contribute to global knowledge and be applicable to future pandemic preparedness and to other contexts where vaccine hesitancy poses a risk to child health.
Objective of Consultancy
The Objectives of this Consultancy – Behavioral Insights for Vaccination Advisor – is to ensure learnings from the behavioral sciences are integrated into all elements of the ACTIVATE project, so that tools developed are based on the latest evidence as it develops in the field, as well as the decades of behavioral science literature within the fields of public health and vaccination.
Key Responsibilities
Primary pieces of work
The consultant would:
- Serve as CUBIC’s primary technical advisor on behavioral insights (a.k.a. applied behavioral science) as it relates to increasing vaccination uptake
- Participate in all ACTIVATE tool development meetings with colleagues in our Asia Regional Office (primarily based in Singapore) as well our six partner countries: Philippines, Bangladesh, Nepal, Pakistan, India and Kenya
- Ensure that learning from behavioral science is integrated into the design of the ACTIVATE tools and products, as well as the design and evaluation of the tools’ impact
Location Considerations
Due to the location of this project, we are looking for a consultant based between the UTC to UTC +8 timezones. Our expectation is that the consultant would be available to participate in work calls from as early as 6 am, and ending by 10 pm their local time (with more calls likely during the morning period.)
