The Consultant will be assigned to evaluate the functionality of the new CSO portal and to guide users in the final stages of the testing and the roll out of the new system by ensuring that user feedback is fully integrated in the new portal and that the new IT solution fulfills all the business requirements according to specifications. The Consultant will also develop policies and SOPs on the workflow and the activities of the NGO Branch on the new platform to support the transition from the current platform to the new CSO portal and its subsequent roll out.

Duties and Responsibilities
The position is located in the Non-Governmental Organizations (NGO) Branch, Office of Intergovernmental Support and Coordination for Sustainable Development (OISC), DESA. The Office provides substantive support and promotes consensus in the United Nations Economic and Social Council (ECOSOC) and the General Assembly.
The NGO Branch serves as the Secretariat of the Committee and reviews all the documentation submitted to it. The Branch also provides secretariat support to ECOSOC when it considers the report of the NGO Committee. In addition, the Branch assists NGOs in their interaction with ECOSOC and other intergovernmental bodies and guides them on the use of their consultative status in order to make significant contributions to the work of the United Nations.
Within limits of delegated authority and under the supervision of the Information Systems Specialist and under overall supervision of the Chief of the NGO Branch, the Consultant will perform the following tasks:
- Evaluate the functionality of the new system (CSO portal) during the final testing phase through gap analysis and collaborate closely with the users and the project development team to propose viable modification, guide prioritization and facilitate the achievement of desired outcomes;
- Conduct mapping of processes on both the current IT systems and the new CSO portal to understand strengths and weaknesses and to identify opportunities for process improvement;
- Guide the users in testing the new CSO portal by capturing and articulating user feedback, and advising the project development team on complex issues;
- Prepare a data migration and account management plan to support the transition from the current system to the new CSO portal; and
- Prepare documentation such as policies and Standard Operating Procedures (SOPs) for users of the CSO portal;

Academic Qualifications:
Advanced university degree in Computer Science, Information Technology, Information
Systems or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
Experience:
- A minimum of five years of experience in IT Business Analyst or equivalent experience in IT applications development is required.
- Skills: Sound understanding of IT fundamentals and technologies pertinent to creating business solutions (software development and testing, architecture, applications, databases, integration, infrastructure, and networks).
- Experience in Program/Project management roles in an enterprise-scale environment is desirable.
Language:
Fluency in English is required. Knowledge of another official United Nations language is desirable.
