Job Purpose

The Business Development & Fundraising Coordinator (BDFC) will support the Country Director and other country program staff to grow Oxfam income and partnerships at country level in order to resource our program strategy.

To achieve the country program ambitions, the BDFC will be responsible for developing and implementing resource mobilisation strategies to forge strategic partnerships between Oxfam and institutional donors, and identifying and developing new funding opportunities. The post holder will be expected to work across the confederation of OI affiliates in achieving the country funding strategy.

Context

Iraq Context

Oxfam’s programme has been established in 2014 in response to the ISIS conflict in Iraq. Oxfam implemented activities during the past few years was built around the delivery of 3 main areas: A) Lifesaving humanitarian assistance b) Recovery assistance, and C) Promotion of Women Rights.

Lifesaving humanitarian assistance: to newly displaced populations residing in camps or host communities. The bulk of this work was done around the Mosul Operation with activities implemented in the governorates of Erbil, Salah Al Din and Ninewa. Activities included: Establishment/rehabilitation of safe water (boreholes, repair of infrastructure); Emergency water supply (distribution of water through trucking and bottled water); Setting up water tanks and networks in camps; Distribution of hygiene items; construction of latrines; Cash for Work opportunities inside the camps to allow construction work and solid waste management; and Distribution of emergency winterisation kits.

Recovery assistance: to returnees, local host communities and IDPs to recover from the post-conflict and to cope with protracted displacement. The main activities implemented under these areas of work include: Rehabilitation of water infrastructure; Supporting local authorities to rehabilitate essential public services (schools and hospitals); Grants to returnees to recover damaged businesses; Provision of livestock to support farmers; Cash for Work opportunities contributing to income for vulnerable families and supporting rehabilitation of infrastructure of public interest (irrigation canals, main roads).

Promotion of Women Rights: through contributing to the implementation of the National Plan for 1325 UN Resolution, and economic empowerment of women through provision of training and grants to establish/rehabilitate businesses.

In order to serve these three objectives, Oxfam work aimed to integrate the following key sectors together for every intervention in a given location:

• Non-food-Items and Shelter

• Protection of lives and rights of civilians

• Gender Justice

Hours of work: 40 hours per week. This is a full-time role; however, Oxfam offers various flexible arrangements which candidates can discuss with the Recruiting Manager at interview stage

Staff reporting to this post: Funding and Donor Compliance Coordinator, Fundraising and Reporting Officer

Annual budget for the post: Country budget +/GBP 21 million

Key Responsibilities

Planning/Strategy

• Establish and maintain up-to-date funding strategies and plans.

• Research new in country funding prospects to meet the set ambition of the programme.

Funding Coordination

• Links with the confederation funding architecture to access intelligence, opportunities and skills. Brokering assistance from technical advisers and donor account managers in affiliate HQs, regional offices and shared services.

• Supports in-country staff to adhere to funding policies and guidelines of the confederation.

• Collaborates with other affiliates to co-create or develop global or multi-country funding opportunities.

• Establish and maintain up-to-date funding grids and donor logs.

Fundraising

• Lead and support country team and partner organisations in developing, writing and submitting quality concept notes, proposals and bids.

Fund Management

• Lead on negotiating donor contracts favourably in line with Oxfam standards.

• Ensure consistency in external communications.

• Support program teams to effectively manage donor contracts, including the timely submission of quality reports and ongoing communication with donors about program delivery against contractual agreements.

Strategic Donor Engagement:

• Responsible for managing and building Oxfam’s relationships with donor representatives in Iraq.

• Proactively engages on a strategic basis with institutional donors at a country level in order to facilitate technical program exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.

Capacity Building and Compliance:

• Assess and strengthen the capacity of colleagues in the planning, securing and management of restricted funds using appropriate methodology, such as formal training, technical guidance, coaching and accompaniment.

• Monitoring and tracking of partner grants for compliance with donor guidelines, as well as capacity building of partners as appropriate.

• Supporting Program Team to improve their knowledge and understanding of donor requirements to ensure good contract management.

• Provides technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions.

• Advises program and finance staff to deliver strong donor compliance and undertakes quality assurance for reports for donors in country considered to be high risk, in order to help minimise any negative impact to Oxfam’s income and reputation.

• Supporting the program team to produce timely and high quality donors reports by providing adequate guidance, improving report quality and ensuring consistency between narrative and financial reporting.

Building an effective funding team

• Manage staff in line with Oxfam policies (Funding officer and Grants manager), ensuring that they have the necessary induction, training and support as required.

• Implement the Oxfam performance management system with all direct reports i.e agreeing clear work objectives, supporting achievement of objectives and and conducting timely performance reviews.

Develop and maintain a healthy environment for the funding team, coordinating timely discussions on strategic and operational funding issues

· Demonstrable experience and success in engaging with bilateral and multilateral donors for an international agency like Oxfam.

· Demonstrated ability to devise and implement resource mobilisation strategies.

· Proven ability to identify new business opportunities and partnerships.

· Experience of collaborating with and leading technical teams to develop program proposals that are funded by institutional donors.

· Strong networking, representational and negotiation skills.

· Ability to work effectively with others in a team across institutional boundaries and business units. Proven ability to utilise talent and expertise of team members to achieve objectives.

· Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment.

• Knowledge of NGO programming in emergencies.
