Project Background

Equal Measures 2030, and its partners FAWE and Initiative Pananetugri pour le Bien-être de la Femme (IPBF), are collaborating on the Global Affairs Canada-funded project “Data-Driven Advocacy for Girls Education in Emergencies (EiE) in Africa.” The project aims to work with both women’s rights organisations (WROs) and decision-makers to improve the collection and use of gender data to advance education for girls’ and women in fragile settings within Kenya and Burkina Faso. The project is part of the Global Affairs Canada commitment to The Charlevoix declaration, which aims to improve education for girls and women affected by crises, as well as lead to the collection of better sex and age disaggregated data on education in emergencies.

Scope of Work
A foundational piece of research for the project will be a survey of at least 50 key decision makers in Kenya. Due to continued global travel restrictions as a result of COVID19, the expert interviews will take place online/over the telephone.

The research may explore the following (though the exact scope and focus of the research can be further refined by the consultant, EM2030 and the project partners):

• Mapping and prioritization of key decision makers related to girls’ EiE in Kenya
• The perspective of stakeholders in Kenya with the power to improve learning for girls and women (such as Education Ministries, other Ministries, UN agencies and NGOs).
• Baseline data about the motivation and confidence of key-decision makers in Kenya to collect and use data on girls’ education
• The extent to which policymakers in Kenya have produced or used quality data to drive equitable and coordinated provision of education for girls and women.
• The decision-makers’ perspectives on sources of data for girls’ education and cross-sectoral barriers
• The decision-makers’ perspectives on data gaps
• The decision-makers’ views of the policy priorities to address barriers for girls in their country.

Key Deliverables
• Working closely with EM2030 and its partners, the consultant will:
• Refine the scope and focus of the research, based on will EM2030’s existing Policymaker Survey questionnaire (conducted in 2017), up-to-date knowledge of existing policymakers’ perspectives relating to girls’ EiE, and an understanding of the research objectives for this project.
• Recommend a framework of analysis capturing policy priorities to address barriers for girls in their country.
• Define a sample of at least 25 key decision makers in Kenya, meeting agreed targets/criteria for the sample mix
• Consult informally with a sub-set of key EiE policy stakeholders to confirm the study scope, interview sample, and gather insights to inform interview guide
• Draft an interview guide for the expert interviews
• Conduct the expert interviews, making arrangements for language interpretation as required, and keeping detailed notes/transcripts
• Conduct analysis of interview findings
• A detailed report (estimated at 15-20 pages) summarising key research findings (draft report and then final report incorporating project partner feedback)
• Presentation of research findings to relevant stakeholders
• Provide write up or transcripts of expert interviews, to aid future/further analysis by the project partners

Required technical expertise, skills and knowledge
• A Masters or PhD degree in education, comparative and international education, education in emergencies, or related social sciences, international affairs, and international development studies
• Demonstrated understanding of and experience in the Education in Emergencies EiE) sector, including understanding of barriers to quality education for girls and women in emergency contexts
• Relevant inter-agency coordination experience (such as Education Sector, Local Education, and/or Cluster/Refugee Coordination experience; humanitarian coordination experience will be an advantage)
o Specific knowledge of the focus Countries for this project (Kenya) will be an advantage
• Network of relevant decision-maker and policymaking stakeholders in Kenya; access to stakeholders with the power to improve learning for girls and women (such as Education Ministries, other Ministries, UN agencies and NGOs) will be an advantage
• Up to date knowledge of research related to Gender and Education in Emergencies (EiE)
• Demonstrated track record of survey/key informant interview research design and both quantitative and qualitative analysis
• Fluency in English and French will be a strong asset

Budget, timelines and ways of working
• The consultant will work remotely
• The Scope of Work is estimated to take between 20 and 30 days to complete, but consultants should provide further detail on their proposed timing and costings in their Cover Letter
• The work should be completed between late March 2021 and end of April 2021, with the research findings finalized and submitted by 30th April 2021 (allowing time for input and feedback from the project partners prior to this date)
