Call for Consultants: 2021

1. Background

Vétérinaires Sans Frontières Germany (VSF Germany) is an International Non-Governmental Organization (INGO), providing humanitarian assistance and development aid to pastoralists and vulnerable communities in areas where livestock is of importance. VSF Germany supports in animal health, livestock related agriculture, marketing, food safety, drought responses and mitigation, capacity development of communities and governmental institutions, peace and conflict resolution with the ultimate aim of improving food security, strengthening livelihoods and building resilience of pastoralist communities. VSF Germany currently implements activities in Ethiopia, Kenya, Somalia, Sudan, South Sudan and Uganda with country programs coordinated from the Regional Office Nairobi.

VSF Germany through is mandate supports pastoralists in the Horn of Africa region by delivering impactful solutions aimed at building beneficiary resilience and strengthening livelihoods. This is achieved through the use of best practice, innovation and context adapted solutions. Consultants offer the opportunity to harness specialist skills and value added support to the technical, operational and administrative functions and requirement of the organization.

2. Purpose and Objectives of the Call for Consultants

The purpose of the Call for Consultants is to enable VSF Germany update and expand its database for national, regional and international consultants for short and medium term engagements in the provision of diverse consultancy services and works to support its growing regional programs. The support services and works are required to support country and regional offices in achieving their core mandates of projects management that include business development support and acquisition, projects technical planning and implementation, monitoring and evaluation, documentation and reporting to ensure quality project outputs, outcomes and impacts.

Consultancy engagements are envisaged to run for days, weeks, or a couple of months depending on the nature of the services and works contracted by the organization. The nature of the engagements shall be fee-based consultancy contracts. Pre-qualified consultancy firms or individuals shall be offered consulting opportunities on the basis of their competitiveness, technical expertise and relevant experiences in respective fields of specialization as demonstrated by their pre-qualification bid offers.

Successful applicants will be listed as pre-qualified consultants and shall only be contracted upon successful bids for specific assignments in accordance with the internal organizational procedures, and under the general terms and conditions applicable to procurement of consultants.

4. Eligibility Criteria / Qualification and Experience

A consultant is a recognized authority or specialist in a specific field, to be engaged by VSF Germany in an advisory or consultative capacity. This call invites experts with relevant experience who are available for short-term assignments. Suitably qualified and experienced individuals and firms interested in offering their services to the Organisation on a consultancy basis as and when the need arises must meet the following criteria:

· Proven work experience in the area of expertise as detailed in the Lots above

· Applicable Bachelor’s /Masters’ / PhD Degree in the area of expertise

· 10+ year’s working experience in the relevant field of expertise

· Demonstrated professional leadership and the ability to coordinate professional assignments

· Excellent written and oral communications skills in English to deliver reports and documents

· Excellent analytical and reporting skills

· Excellent communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts

· Have excellent participatory and interactive skills
