Call for Consultants: Study of the Humanitarian-Development Interface of Communication and Community Engagement in Fiji

SUMMARY

This study forms part of a 4-year project to develop a National Platform for Communication and Community Engagement (CCE) under the Fiji Communications Cluster. The platform – the CCE Working Group – under the Fiji Communications Cluster, is an NDMO-led initiative. It has been designed to provide national capability to support the full lifecycle of engagement between communities and those that support them during a crisis. This is a nationally-based effort to listen to communities, use those insights to guide and adapt response strategies, and then effectively communicate information that communities and individuals need.

The study will map all existing systems for CCE in Fiji, capturing those led at the national and sub-national level, including systems driven by government, other national and international entities, as well as innovative community- and civil society-led approaches. Supported by a series of stakeholder interviews, the study will provide recommendations and learning that supports national, regional and global learning on national platforms for CCE.

By providing a holistic mapping of approaches to CCE in Fiji, the study aims to discuss entry points for effective CCE in crises, and inform scale-up and utilisation of findings to better link humanitarian and development planning.

The study will be led by a senior consultant(s) with intimate knowledge of the context in Fiji as well as strong knowledge of the global architecture and discussions on accountability and community engagement.

• Knowledge of the Fiji context is critical to capturing the multitude of platform, fora and systems that form the humanitarian and development interface.
• Understanding the global dialogue on this topic will be critical in order to situate findings in way that promotes discussion, sparks investment and allows for replication of good practice.

The study will include a final report, including an executive summary and annexes detailing a multi-stakeholder workshop, a mapping and categorisation of existing systems and clear recommendations for multiple stakeholders.
