Call for Expression of Interest

Background:

Established in 1992, Qatar Charity is a Qatar-based leading INGO that implements humanitarian and development programs, mobilizes support and resources and builds effective partnerships to provide dignity for all through the following objectives:

• Providing a decent life for children and their families,

• Alleviating the suffering of crisis-affected communities,

• Promoting inclusive and sustainable development,

• Strengthening peace and social cohesion.

Qatar Charity provides life-saving assistance to those hit by conflicts, persecution and natural disasters and creates durable solutions for poverty through programs in water and sanitation, social welfare, education, shelter, nutrition, social housing and economic empowerment in over 50 countries through field offices and implementing partners.

Scope and Nature of Assignment:

QC is looking for an experienced third party midterm and final evaluation firm to conduct the evaluation of Qatar Charity programs in multiple countries.

Qualification Requirements:

If you would like to express your interest, please send us a capability statement with the following information:

• Qualifications and relevant experience of key expert staff,
• Countries where you have previously conducted evaluations,
• List of NGOs and UN agencies that have used your services before,
• General overview of the evaluation framework,
• Your outreach to Lebanon, Jordan, Sudan, Somalia, Mali, Indonesia and Pakistan,
• Any relevant references,
• Standard evaluation methodologies you applied during past evaluations (i.e. OECD/DAC, EHA. etc.).

Application Procedure and Closing Date:

Qualified and Interested firms are invited to submit their Expression of Interest letters to be considered for the external evaluation. Any firm that is interested in receiving QC Request for Proposal is requested to respond to this message no later than 23:59 Doha time, on Sunday, January 17, 2021.

Upon reviewing your expression of interest and provided data, QC MEAL Department may decide to invite your company to submit a proposal based on assessment criteria that include:

• Firms MEAL capabilities and active presence at target country levels.

• Individual MEAL consultants’ competencies and relevant experience.
