1.0 About Us

I Choose Life – Africa (ICL) is a leading youth focused Non-Governmental Organizations that has significantly contributed to the realization of socio-economic development and empowerment of individuals bringing about transformative change across communities in Kenya. The organization has over 16 years’ experience implementing evidence-based adolescents and youth programs in over 345 institutions of learning (Primary, Secondary and Higher learning institutions) across 25 Counties in Kenya. ICL aims at contributing towards improved life opportunities of adolescent and youth aged 10-24 using a holistic transformational model. ICL employs evidence to design and run innovative and high impact interventions to improve key indicators in health, education, economic empowerment and leadership and governance with regards to children, adolescents and youth. To ensure maximum impact, ICL utilizes a multi-sectorial approach, Quadra Helix development approach (which brings together the Government, Private sector, Academia and Civil society) to foster innovative and sustainable transformation in communities. In this model ICL envisions better health and well-being, quality education and improved livelihoods for sustainable development. In her work, ICL is guided by Vision 2030 whose objectives it seeks to cascade to counties, sub counties, wards, organized groups and households. In her sustainable and transformative service delivery, ICL invests in generation and documentation of evidence to influence policy and practice. The organization is guided by a vision of a “***Healthy Africa, Empowered People!”*** and is on a mission to improve the life opportunities of youth aged 10-24 through strategic empowerment for sustainable.

2. Context of the Assignment

In 2012, I Choose Life – Africa with the support of Children Mission Sweden through Children Mission Africa wishes to develop her next strategic plan for the period 2023 – 2030. It is against this background that ICL would like to request for expressions of Interest for the services of a consultant to facilitate the development and launch of her strategic plan.

Further, the organization would like to support the Machakos County Government to develop its next strategic plan hence the two components in one. It is anticipated that the strategic plan will be launched on the 22nd December 2021.

3.0 Goal and Deliverables

The overall goal of this call for expression of interest is to get the services of a consultant to facilitate the development and launch of ICL’s 5th Strategic Plan covering the period 2023 – 2030 by 17th December 2021.

The following deliverables are required under this call for expression of interest:

3.1 Submitted a final strategic plan covering the period 2023 to 2030

3.2 Submitted a popular version of the Strategic plan reference in 3.1 above

3.3 Submitted the monitoring tools for the implementation of the Strategic Plan developed in 3.1 above**

4.0 Consultant’s Qualification

The desired consultancy agency or individual should have:

4.1 A professional qualification in development work or strategic management and management

4.2 At least 7 years’ experience in the NGO space

4.3 In-depth knowledge and understanding of strategic plan development and management in the Kenyan context

4.4 Proven track record in strengthening alumni management systems, policies and operational processes

5.0 EOI PROPOSAL

Agencies or individuals interested in bidding for this assignment should prepare and submit a technical and financial proposal, containing the following information:

5.1 Profile of the agency or CV of the lead consultant highlighting relevant qualification experience including full names(s), physical addresses, telephone numbers – max 3 pages

5.2 A proposal in pdf with the following aspects

5.2.1 Methodology and approaches with clear strategies for resource optimization

5.2.2 A Schedule of activities (work plan with clear timelines)

5.2.3 Team composition where applicable with clear roles and responsibilities – max 12 pgs.

5.3 2 Samples of previously done work

5.4 Proposed budget for the work indicated broken down by cost category and activities in pdf

5.5 2 Professional references, with contact details, related to the past relevant work done.

5.6 Legal registration and compliance documents:

5.6.1 Registration certificate

5.6.2 A valid KRA PIN

5.6.3 Valid Tax certificate of compliance

5.6.4 CR-12

6.0 TIMEFRAME

The Consultancy will run for 10 working days spread over two months from when the contract is duly signed.
