Purpose of the engagement
In line with UNICEF’s communication and public advocacy strategy, the consultant will provide high-quality editorial and creative services and outputs to support the documentation, communication and advocacy needs of the UNICEF Philippines country office.
Methodology & Approach
Qualified applicants will be offered an 11.5-month service contract with a possibility of renewal up to 24 months subject to performance review and validation with fixed professional rates per output for the duration of the service contract. Travel and daily subsistence allowance is dependent on the assignment location, consultant’s place of recruitment, and duration.
The contract serves as an on-call/as-needed arrangement between UNICEF and the individual for any required services and outputs during the contract period.
Duration of individual assignments is dependent on the date and location of the activity to be covered, and the deadline for the submission of the required outputs. This will be discussed and agreed upon between UNICEF through the Communication and requiring Units and the the individual contractor prior to the start of every assignment.
Task and Responsibilities:

- Develop and produce video content that captures situation of children and tells stories, aligned with UNICEF’s brand visual guidelines, that also convey UNICEF’s work and advocacy messages. (Filming and Editing)
- As needed, craft creative treatment and storyboard based on the brief by UNICEF
- Conduct interviews and secure soundbites of people involved in the initiative identified by UNICEF and submit complete information and contact details of interviewees;
- Obtain consent forms with complete information and duly signed by children’s guardians and stakeholders.
- Embed subtitles and other minor graphic elements on the video, as required.
- Advise on music to be used where required and purchase rights to music on behalf of UNICEF with cost ‘on actual’;
- Export final version of the video in formats optimized for HD web distribution and broadcast;
- Videos shall be provided in raw format and optimized resolution on external memory medium or via file transfer service;
Deliverables:

- Well-edited, high quality, ready to broadcast film as per the initial brief;
- Master MIX versions to be submitted to UNICEF electronically or in person;
- International MIX version to be submitted to UNICEF electronically or in person;
- Cue sheet of the master
- Music cue sheet
- Shot list (for human-interest stories)
- B-Roll – contains the same elements used in the original mix story (broll and soundbites) laid out on the timeline on a single track and additional 8-10 minutes clips that are not used in the original story
- UNICEF consent and release forms for everyone appearing in the film signed by children’s guardians and other stakeholders
- Talent release form, for materials where actor’s services have been hired;
- If the rights to any existing footage, music, sound, voice or photo are to be procured, copyright license will be in the name of UNICEF, for all mediums, in perpetuity. These will be ‘on actual cost’;
- All submitted files to be labelled according to UNICEF’s naming convention
Organization & Management
The Consultant will be managed by the UNICEF Communication Officer in coordination with the specific unit requiring the Consultant services and will be responsible to:
- Orient the consultant and outline the parameters of the required services.
- Provide copies of the UNICEF brand book, visual guidelines and editorial style guide.
- Provide and agree with the consultant on the work schedule, timelines and deadlines.
- Provide relevant feedback and evaluation of the service provided and outputs submitted.
To qualify as an advocate for every child you will have…

- Bachelor’s degree preferably in journalism, mass communication, multimedia or film production
- Proven ability to creatively narrate complex social issues and advocacy messages into captivating audio-visual stories that are authentic, fresh, audience-oriented, and easy to watch.
- At least four (4) years of experience on producing and editing human-interest stories in video format and 2-3 years of experience working in an advertising/film production house or media company or as a freelancer
- Able to produce and film on location without any other supervision except for liaison with the UNICEF Communication/Programme team
- Excellent technical capacity to ensure smooth and high-quality production (including availability of professional video production equipment and software
- Must have the ability to use different video cameras and other video recording tools;
- Skills and experience on motion graphics is a plus
- Strong attention to detail (both visual and audio)
- Willingness and ability to do same-day-edit is an advantage
- Willingness to travel and be assigned in emergency mission around the Philippines
Intellectual Property Rights
The consultant expressly assigns to UNICEF any copyright arising from the outputs produced while executing the service contract. The consultant may not use, reproduce, disseminate, or authorize others to use, reproduce or disseminate any output produced under the service contract without prior consent from UNICEF.
