CALL FOR PROPOSALS

Fundación Educación y Cooperación – EDUCO is a local branch of a child-focused international development organization. EDUCO places child’s rights at the core of its activities and supports local civil society organizations and government units in strengthening their capacities to guarantee children’s rights. It also builds the capacities of children as rights holders and to participate in governance structures mandated to fulfill children’s rights.

CONDUCT OF CHILD PROTECTION MAPPING FOR ZAMBOANGA CITY

Objectives:

To integrate knowledge and coordination with the formal and non-formal child protection systems in the practice of the Child Safeguarding Policy in Educo’s intervention areas in Zamboanga City.

Specific Objectives:

  1. Identify in the areas of direct intervention and by local partners, the actors and institutions that have a legal and/or recognized role in the child protection system, taking into account the community protection mechanisms.
  2. Identify in the areas of direct intervention and by local partners, the existing referral systems to follow up, monitor and respond in a holistic and integral way to child safeguarding cases.
  3. Contextualize the CSP and its annexes with mapping information by developing a practical and user-friendly guide on child safeguarding case management.
  4. This mapping will allow Educo to update and improve CSP implementation in areas of operation by developing a user-friendly tool based from analysis and findings on the child protection system in Zamboanga City.

Deliverables:

  • A detailed work plan of how you intend to deliver the requested products.
  • Elaboration of methodology and instruments for the process of collection and revision of documentation.
  • Collection of information in the areas established in section III- Geographical scope. Systematization of methodological instruments and tools.
  • Processing of information from interviews, surveys and group workshops.
  • Analysis of the findings found in the research.
  • Establishing conclusions and recommendations from the findings
  • Revalidation of the results/ finding with children and other community members.
  • Presentation of the mapping to Educo and the products made.

Timeline:

The mapping and its concrete results must be carried out in a period not exceeding 2 calendar months. During this period, the following outputs should be identified:

  • Output 1: A work plan setting out the methodological strategy and a timetable clearly stating the timescales and main activities to be carried out . (This output must be submitted 7 calendar days after the signing of the contract, if applicable)
  • Output 2: Process of collection and analysis of information (This product must be submitted 15 days after the presentation of the first product)
  • Output 3: A final document to the satisfaction of the Educo that meets the objectives set out in these TOR. This document should be characterized by the integration of the 4 mapping elements within the CSP in order to obtain a more effective policy in its application. (This product should be presented 45 calendar days after the signature of the contract).

Consultant Qualifications:

  • With experience in the development of child protection systems mapping and/or institutional / community mapping in the field of development and humanitarian cooperation.
  • Proven experience in data analysis and presentation
  • Experienced in participatory methodology
  • Knowledge of the rights approach
  • Knowledge of the gender approach.
  • Adaptability and flexibility, proactive, results-oriented and team player.
  • With a broad and objective vision of socio-cultural realities.
