Background
The Institute for International Law of Peace and Armed Conflict (IFHV) is one of the leading academic institutions in Europe for teaching and research in the context of humanitarian crises. Within the framework of a consortium project with the umbrella organisation of development and humanitarian non-governmental organizations (VENRO) in Germany, the IFHV conducts more than 20 trainings to improve the quality of programs of humanitarian NGOs in Germany.
On behalf of the IFHV, the Academy of the Ruhr-University intends to commission external service providers to design and conduct an online training course on “Participatory Methods in Humanitarian Relief”. The training is aimed at staff of NGOs in the humanitarian sector and should last three days. The training will be advertised and conducted under the umbrella of the academy for humanitarian action (aha).

Description: Online Training “Participatory Methods in Humanitarian Relief” (three full days / 24 course hours)
Time and Place:
Online, expected in November 2021 (with a possible repetition in September 2022). The seminar is planned as a multi-day online seminar or blended-learning seminar (e.g. over several weeks with individual or peer-to-peer learning phases). A preliminary schedule should accompany the proposal.
Learning Targets:
a. Participants learn about (new) participatory methods.
b. Participants know a set of methods that can be applied in humanitarian crisis contexts and that promote the participation of all groups affected by crises.
c. They have tried the methods themselves and understand the basic application in different contexts.
d. They have an idea of how to use the methods trained in their daily work (planning and implementation of humanitarian aid projects).
Description of Content:
There is no doubt among humanitarian organizations that increased participation by those affected by crises improves the quality of humanitarian assistance. It is also recognized that participation is a prerequisite for the affected population’s right to self-determination. However, implementing participatory approaches in practice is often fraught with difficulties or lacks the knowledge of how to use these approaches effectively, especially under time pressure. This training aims to fill this gap and to address the growing need of project managers or program experts to involve affected populations in the planning and implementation of humanitarian interventions. Offerings can include classic methodological modules and/or innovative approaches, but should in any case address current challenges of humanitarian assistance (for example: the urban context, conflict contexts, natural disaster etc.).
The training is part of a training series on participatory methods in humanitarian aid and complements previous trainings in the areas of the “People First Impact Method”, “Survivor and Community-Led Crisis Response” or “Design Thinking”. The advertised training is intended to be part of the Locally-led Humanitarian Action certificate and should include an optional final exam for participants. This serves to test the knowledge of what has been learned and should be integrated into the training. IFHV staff are available to advise on the concrete design of the examination.
Services to be provided
The following services are to be provided under the scope of this call:
1) Planning: Conceptual planning of the training for approx. 15 to 20 participants. Preparation of a detailed schedule (about two DIN A4 pages) showing the contents, methods and objectives of the individual sections of the event. The schedule should include both input and interactive elements, such as exchange and learning in small groups of participants. It should be hands-on and designed for humanitarian practitioners. A methodological diversity in the implementation is desired. The conception of an (optional) final exam for participants who want to obtain a certificate of the academy for humanitarian action should be considered in the offer. All logistical planning matters (online platform and licenses, participant management, advertising) will be handled by the IFHV and are not part of this tender.
2) Implementation: Professional input and independent moderation of the entire training. If required, the offer may include the commissioning of external speakers for additional professional input on specialized topics. IFHV will support with technical and logistical assistance during the entire event and can provide further assistance services (co-moderation, chat support etc.) by arrangement.
3) Documentation: Preparation of a photo documentation and a short summary (max. 5 pages) of the most important discussion points of the training.
Please note: All services are provided in close consultation with the responsible IFHV staff member. Ongoing arrangements regarding the conception as well as documentation of the training (via e-mail and telephone) are part of the service provision and will not be remunerated separately. A transfer of property rights to the training material (concepts, working materials, powerpoints, etc.) are not part of the tender and remain with the trainer or his/her organization.

2) The deadline for submitting tenders expires on May 23, 2021 at 12:00 noon.
3) The tender should separately present the costs (with and without VAT) and daily rates for the service areas 1) planning, 2) implementation, 3) documentation.
4) Please add a written sketch of the schedule (with a suggested title) to the offer, which shows the content, methods and goals of the event (max. two A4 pages). The goals formulated in your offer may deviate from the goals listed here if this appears sensible from your point of view.
5) Please also send us the curriculum vitae of all trainers or speakers, showing relevant work experience (in terms of content and methodology).
6) The decision to award the contract will be made on the basis of the costs (50%) and the quality of the tender (in terms of fit of the individual elements of the schedule to the objective, feasibility of the approach and variety of methods) (40%), as well as the experience in conducting training in humanitarian aid (10%).
