Background

Yemen is the world’s largest humanitarian crisis, with up to 80% of the population currently in need of some form of humanitarian or protective assistance, many due to a breakdown in existing support systems and the deterioration of all basic services. Protracted conflict, economic deterioration, and the sustained non-payment of public salaries have left two-thirds of Yemen’s population – 20 million people – facing a crisis or emergency food insecurity and a threat of widespread famine.

NRC has operated in Yemen since 2012. Currently, NRC operates in ten governorates clustered under three Area Offices, with each area office managed by an Area Manager in a significantly decentralized structure. The overall budget turn-over exceeds US$ 35 million with a total staffing of more than 300.

About the role

The Camp Management Programme Development Manager (CM PDM) is primarily accountable, in accordance to technical procedures and guidance, for high-quality delivery and growth of the CM portfolio. The CCCM PDM is the focal point for the multi-sectorial multi-million consortium, which is being funded by ECHO. The purpose of this role is to develop and ensure implementation of holistic high-quality Camp Management programmes.

Roles and responsibilities

  • Represent NRC in the consortium and ensure Head of Programme and other relevant colleagues remain involved and up-to-date on key discussions of the consortium;
  • Ensure effective coordination with consortium management unit and other NGO consortia members and (pro-)active engagement in (with) relevant clusters and local authorities;
  • Contribute and coordinate with consortium members to harmonize the consortium CM / Site Management approaches, tools and methodologies and any other technical discussions;
  • Identify priorities, programme plan, and assist the implementation of all CM projects;
  • Provide all CM staff with the necessary technical guidance, including documents and coaching, for the implementation of the CM portfolio;
  • Make and follow-up on technical and operational recommendations for improved impact and integration and leveraging synergies;
  • Support Area Offices in the recruitment of new CCCM staff;
  • Seek and support new funding opportunities and the development of the CM portfolio;
  • Standardize CM system and related tools;
  • Develop and embed MEAL procedures and practices in the project-life-cycle;
  • Ensure quality control and site monitoring to ensure that CM services are provided according to required standards as per national cluster and consortium guidelines;
  • Responsible for monitoring of expected outputs and outcomes, including a robust quality improvement plan;
  • Ensure integration of CM into transition and early recovery initiatives;
  • Actively contribute to the actualization of the Hallmarks strategy;
  • Innovate and promote the uptake of appropriate technologies that enable NRC to deliver cash and voucher-based interventions;
  • Ensure strong coordination with other CCs specialists/PDMs for integration, synergies and maximum impact of the overall programme;
  • Ensure high-quality reports are submitted on time.

As our prospective candidate, you have the following;

  • Knowledge of the context of Yemen;
  • Skills in project design and project cycle management. Familiarity with results-based approaches (Log Frame Analysis and Theory of Change) is a requirement. Additional professional Certifications (e.g. Prince II and/or Project Manager) is an added advantage;
  • Mastery of Monitoring and Evaluation Essentials for managers. Familiarity with methods and tools for Continuous Quality Improvement;
  • A high degree of self-awareness and self-mastery; emotionally intelligence and proactive at conflict management;
  • Resilience, with the ability to live and work in an insecure, complex and challenging environment;
  • Minimum 5 years’ experience from working as a CM Manager or specialist in humanitarian and recovery contexts;
  • Minimum first-level university degree in a relevant field, with a preference for social humanitarian science. Other relevant fields will be considered if coupled with relevant experience;
  • Strong capacities in timely and qualitative report writing – including analysis, summarising and copy-editing;
  • Fluency in English, both written and verbal, Arabic language skills and advantage.
