Job Purpose
The purpose of this employment is to support Oxfam managers and project teams through the delivery of high-quality services in internal and external communications, campaign documentation and reporting, and administrative work in procurement of campaign collaterals in a surge capacity.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
- Bachelors’ degree in a relevant subject such as communications and/or international development or social policy;
- Minimum of five years of experience in research and communication roles, with at least three years’ experience in using digital platforms for campaigning and influencing;
- Well-developed understanding of the teenage pregnancy issue and other sexual and reproductive health and rights concepts;
- Well-developed understanding of development and humanitarian issues, and the political, socio-economic, and environmental context in the Philippines;
- Strong oral and written communication skills, including high level presentation, lobby and media experience;
- Demonstrated experience of integrating gender and diversity issues into influencing work;
- Demonstrated pro-activity, creativity, autonomy and ability to work with tight deadlines;
- In-depth knowledge of digital and social communication, and writing for social media (social networks, web platforms, blogs);
- Proven track record of identifying and developing relationships to advance the development and implementation of communication and media strategies;
- Experience and mastery in writing press releases, analyzes, blogs, stories / testimonials;
- Well-developed analytical and strategic planning skills with the ability to influence the wider country programme strategy and to act within a regional framework; and
- Excellent communication skills with fluency in written and spoken English and Filipino.
Desirable
- Masters’ degree in mass communications, journalism or related discipline;
- Previous experience working with media agencies and private sector actors;
- Previous experience in a similar context, especially in communications and media for a development agency / NGO

KEY RESPONSIBILITIES
Responsibilities include but are not limited to the following:
- Lead the development and implementation of the concept note, and campaign strategy for the teenage pregnancy prevention campaign that is gender sensitive and complies with Oxfam policies, guidelines, and protocols
- Coordinate various components of the Sexual Health and Empowerment (SHE) Project communications strategy to ensure implementation
- Design and conduct a sentiment analysis or opinion mining on teenage pregnancy and other adolescent sexual reproductive health issue
- Develop and implement the campaign plan in coordination with the SHE Country Project Team and the Policy, Advocacy and Communications (PAC) Team
- Coordinate with the other communications/project focal person of SHE implementing partners in the conduct of the teenage pregnancy prevention campaign
- Lead the development of the social media plan and production of social media contents for the teenage pregnancy campaign and SHE Project in close coordination with the PAC Team
- Be responsible for the collection, and management of the photos, videos and other multimedia contents related to the teenage pregnancy prevention campaign and SHE Project, in line with Oxfam ethical guidelines in close coordination with the PAC Team
- In close coordination with the PAC team, lead the production and dissemination of information, education and communication materials related to the teenage pregnancy prevention campaign and SHE Project, in line with Oxfam branding and ethical content guidelines, and sign-off process.
- Ensure multimedia assets of the teenage pregnancy prevention campaign is uploaded in a shared network accessible by all users with organized consent forms in close coordination with the PAC team
- In close coordination with the PAC team, increase the digital media visibility of the teenage pregnancy prevention campaign and other communications activities of the SHE Project by ensuring regular and strategic updates of the campaign on Oxfam websites and social media accounts in line with Oxfam branding and ethical content guidelines, and sign-off process
- Directly manage consulting commissions related to the teenage pregnancy campaign
- Monitor the progress, reach, and support the performance evaluation of the teenage pregnancy prevention campaign
- Contribute to the narrative progress reports especially on reflecting the impact of the campaign
- Ensure research products are packaged into accessible communications material in close coordination with the PAC teamContribute to other communications tasks and functions under the Gender Justice Portfolio
