The International City/County Management Association (ICMA) is seeking a Capacity Development and Governance Manager for Peru to support the Clean Cities Blue Ocean (CCBO) program.

Location: Remote position in Peru with required in-country travel to CCBO Cities.

Short-Term Engagement /up to 200 days

Project Background:

CCBO activity is a five-year, $48 million USAID-funded initiative which serves as USAID’s flagship program to target ocean plastics directly at their source in cities and towns. The project works to prevent ocean plastic pollution by building capacity and commitment for Reducing, Reusing, and Recycling (3Rs) and solid waste management (SWM) systems in urban and peri-urban settings, particularly in riverine and coastal areas. CCBO works with multiple USAID missions on country-specific implementation of national and local activities, and with USAID/Washington on global-level activities. The geographic focus of this 5-year program is on the Philippines, Vietnam, Indonesia, Sri Lanka/The Maldives, Dominican Republic, and Peru.

The Capacity Development and Governance Manager-Peru (Manager-Peru )- will have a leadership role in creating measurable reductions in ocean plastics entering Peru’s waters within and surrounding the country, including the Pacific Ocean and other inland bodies of water, such as the Piura River by supporting activities which increase capacity and effective governance of 3Rs/SWM systems. In Peru, the CCBO project will work in the following cities, Piura in northwest Peru and Ica, located south of Lima.

Role Purpose:

Under the direction and guidance of the CCBO Capacity Development and Governance Director (based in Washington, DC), the Manager will lead relevant activities in the CCBO cities to improve existing local solid waste management and recycling systems through increased cooperation among local governments and stakeholders and the implementation of laws, policies, regulations.

Their primary job will be to facilitate project activities and capacity-building in their engagement sites. They will support and arrange for workshops, events, meetings, and training to local government officials, staff, and stakeholders; collect and confirm information for the CCBO legal gap analysis, enforcement review, financial indicators and governance capacity index assessment; contribute to CCBO deliverables by providing local context, data, and information review; update country baseline stats files as well as take on other necessary activities to achieve the goals of the CCBO program.

In this role, the Manager will ensure that locally generated ideas for improving SWM and recycling systems are relayed to and discussed by the full CCBO Team and options for solutions are communicated back to stakeholders in the cities.

Specific Activities:

As the Manager-Peru you will:

  1. Provide direct support to the Home Office-Based Capacity Development and Governance Director (Director) in planning, implementing, and monitoring all technical assistance and activities with the objective of reducing plastics in the engagement sites in Peru.
  2. Respond to the needs of the CCBO Regional/Country Manager, as required.
  3. Provide regular and accurate reporting to the Director.
  4. Support mapping of public, private sector, and civil society actors in the municipalities.
  5. Assist in introducing CCBO’s Local Government Solid Waste Capacity Index Assessment.
  6. Provide guidance to local government officials/staff to identify innovative service delivery models for improved efficiency, transparency, and monitoring of SWM and recycling systems.
  7. Coordinate with local stakeholders and provide oversight for conducting analyses of 3R/SWM laws and policies, enforcement practices and overall solid waste management capacity of engagement sites.
  8. Participate in drafting/review of country specific strategy documents and technical reports.
  9. Coordinate with grantees in CCBO cities.
  10. Coordinate and assist in the development of materials and support logistics for program workshops/events.
  11. Support Social and Behavioral Change-related activities.
  12. Support public-private partnership related activities.
  13. Coordinate with other USAID and other implementing partners operating in the cities.
  14. Undertake any other necessary tasks that the Director may assign.
  15. Maintain the highest standard of integrity and ensure compliance with all project procedures and processes, with ICMA policies, and with USAID contract requirements.

What you will need to be successful in this role:

Education:

  • Master’s degree (or foreign equivalent) in a discipline related to government, environmental science, management/administration, city planning, international development, or related field.

Knowledge, Skills, and Abilities:

  • At least 5 years of experience working with or for local governments in Peru, preferably in the environment or planning sectors.
  • Understanding of municipal solid waste management policies and practices at the local government level and experience supporting or facilitating assessments, design, planning, operations/management and/or financing of 3Rs/SWM systems and collaboration with community-based actors.
  • At least 5 years of experience in leadership/advisory positions.
  • Proven communication, conflict resolution, facilitation, and decision-making skills.

  • Flexible approach for working individually as well as in a dynamic environment with multiple stakeholders.

  • Fluent in English.
