- Background
CARE International (CI) has been working in the Pacific region since 1989, with established Country Offices in Papua New Guinea and Vanuatu, and projects implemented together with partners in Fiji, Solomon Islands, Tonga, Samoa, Kiribati and Tuvalu. Key programs in the Pacific focus on resilience and reducing the risk posed by disasters and climate change as well as advancing gender equality through activities to empower women and girls, increase women’s access to economic opportunities, and reduce gender-based violence. CI has been actively responding to the largest natural disasters in the Pacific including Tropical Cyclone Pam in Vanuatu in 2015, Tropical Cyclone Winston in Fiji in 2016, Tropical Cyclone Gita in Tonga in 2018, Tropical Cyclone Harold in 2020 and now the impacts of the COVID-19 pandemic in the region. CARE’s programs in the region are implemented in partnership with a diverse range of local NGOs and civil society organisations.
CARE’s humanitarian portfolio in the region has increased significantly in response to COVID-19 with projects and partners in Tonga, Samoa, the Solomon Islands, Kiribati, Tuvalu and Fiji. CARE is looking for a consultant or consultants to provide gender technical support across the portfolio of projects. The technical support will include working with partners to develop specific tasks, technical training and mentoring to staff to deliver in-country training, and undertake gender analysis.
- Reporting Arrangements and Timeframe
The Consultant will report to the CARE in the Pacific Regional Partnerships Director (PRPD) or the Humanitarian Capacity Building Coordinator (HCBC) for the duration of the consultancy but will engage with other CARE Pacific team members and consultants as necessary (in particular the Gender and Resilience Adviser). It is expected that the Consultant will provide discrete inputs between October to June 30, 2021, based on availability. Actual days worked will be agreed by the Consultant and the PRPD/HCBC. The work will be completed at the Consultant’s home-base, preferably in the Pacific region, with some travel possible if or when COVID-19 related border and travel restrictions are lifted. Consultations and meetings with CARE, partners and other stakeholders will be predominantly conducted online via google meets, zoom or skype.
- Key Tasks and Responsibilities
The Consultant(s) will work closely with the PRPD and other CARE Pacific team members, including the Pacific Humanitarian Capacity Advisor, the Pacific Gender & Resilience Advisor and the Pacific MEAL Advisor. While the consultancy will have a primary focus on providing the gender specific responsibilities outlined below and supporting the gender capacity development of partners, the Consultant(s) will need to have a flexible approach and understand that specific roles and responsibilities may change as the Pacific portfolio and team changes.
Key Responsibilities include:

In close consultation with the Humanitarian Capacity Building Coordinator and the Gender and Resilience Adviser, draw on existing training packages within CARE to develop a specific training modules for delivery in Fiji and Solomon Islands through partners;

Supporting organisational gender strengthening of partners, which may include conducting gender audits, gender capacity analysis or gender action plans remotely with partners;

Development of gender approaches, training and materials (such as Financial Management, PSEA or gender in emergencies) for remote delivery or implementation by partners. This may also include the remote leading and delivery of training;

Supporting the research and development of specific gender analysis pieces or products, like Gender in Briefs or a Rapid Gender Analysis;

Supporting integration of gender approaches within existing projects through the development of workplans, remote mentoring, advice and ongoing coaching

Support other gender related project management and engagement tasks as required or directed by the PRPD/HCBC; and
-
Support information management and sharing both internally and externally including providing inputs into CARE International and Pacific Cluster Situation reports.

Selection Criteria
The selection criteria for this consultancy includes:

At least 10 years’ experience working in international development in the Pacific region and on gender and development issues;

Demonstrated experience working alongside local civil-society organisations in the Pacific to develop gender knowledge and skills;

Very strong communication skills in cross-cultural environments, including the ability to speak and write effectively in English, with demonstrated experience preparing high quality reports for donors;

Strong time management skills with the ability to work with limited supervision and remotely, and a consultative approach that is open to feedback;

A Bachelor’s Degree in international development, social work, gender studies or a related field, or equivalent experience; and
-
An understanding of CARE’s vision, mission and values, and a commitment to uphold the CARE Australia Child Protection Code of Conduct and Preventing Sexual Harassment, Exploitation and Abuse policy for the duration of the assignment.
