Description of Organization:  The Bureau for Development, Democracy and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work.  It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

The Center for Education (DDI/EDU) leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.  The functions of the Bureau and Center are described in ADS 101.

Description of Position:  The Education Development Officer (Information and Communication Technology Advisor) will provide high-level, inherently governmental support to the Center and sector around priority issues in information and communication technology for education (ICT4E).  The Officer will design programs and platforms that directly support Mission demand for innovative approaches to applying technology to resolving vexing development challenges.  The Officer will represent the Center, sector, and Agency in interagency and external fora as a subject matter expert, and ensure that the Center, sector, and Agency are engaging with stakeholders in the private sector and academia, ensuring that cutting edge technologies and practices influence the ways in which the Agency designs and executes education development programming.  Finally, the Officer will serve as an Agreement/Contracting Officer Representative, activity manager, and/or subject matter expert for ICT4E programming.

Qualifications:

  • Must be a U.S. citizen.
  • You must have one year of specialized experience equivalent to the next lower grade level (FL-03) of this position.  Examples of specialized experience include:
    • Designing and/or implementing education and technology-related programming, including digital programming, 5G-related work, and/or distance learning;
    • Engaging the private sector and think-tanks/academia and presenting around issues of ICT4E;
    • Monitoring, evaluating, and learning from ICT4E programming;
    • Coordinating activities and/or engaging with different donors or stakeholders; and/or
    • Providing technical advice to work units around ICT4E; and
    • Must be eligible to obtain and maintain a Secret security clearance.
