Context:
The Manila (Global) Administrative Centre (MAC) is IOM’s global administrative hub based in the Philippines which provides a range of administrative services mainly covering human resources, finance, procurement, online communication and IT.
The Manila Human Resources Operations (MHRO) is responsible for the management and implementation of Global HR Operations and serves as a Global Center of Excellence for the corporate HR solutions and applications, and knowledge management.
Under the overall supervision of the Director, Human Resources Management Division and direct supervision of the Chief, Human Resources Business Partner, the administrative supervision of the Director, MAC, and in coordination with relevant organizational counterparts, the successful candidate will be responsible and accountable for the Global Centralized HR Operations functions of IOM. He/she plays a critical role in the successful implementation of the IOM HR Strategy.
He/she will be responsible and accountable for the management and direct supervision of the following units:
• Human Resources Administration Unit (Contract issuance and maintenance, and administration of entitlements and conditions of service for all international professional staff worldwide and all Headquarters based personnel);
• Payroll Administration including Pension enrolment and management; and,
• Operations Support Services (HR solutions and automation, business processes, change management, knowledge management, quality control and quality assurance, organizational and performance management, reporting and communications).
He/she will be responsible for the administrative supervision of the following organizational units:
• Health Claims Processing;
• Health Insurance and Medical Unit;
• Staff Development and Learning; and,
• Recruitment Unit.
Core Functions / Responsibilities:

Plan, organize, manage and supervise the work of the MHRO Units in the scope of responsibility.

Establish clear objectives and deliverables for the various teams and report on achievements and performance.

Establish and maintain a good working relationship with all stakeholders and HR managers in Headquarters.

Ensure information sharing and escalation of complex and sensitive cases.
-
Analyze all complex cases and present Senior HR managers with options and solutions to enable informed decisions.

Develop and implement new strategies, instructions, practices and procedures to meet the evolving needs of IOM Global HR Operations.

Develop and implement HR best practice and knowledge management strategies.

Develop and implement innovative solutions, tools and change management programs in human resources operations.

Assume a lead Role in the Business Transformation projects and initiatives involving HR Operations.

Lead the development and the implementation of ERP strategies for Global HR Operations.

Monitor and ensure the implementation of human resources policies, programmes and procedures.
-
Advise senior management on all aspects of global human resources operations, practices, procedures and substance and provide proactive and innovative approaches to delivery of human resources services as well as to strategic and policy issues.

Conceptualise and implement a solid reporting system to provide the Organization with timely and accurate HR data.

Actively participate in the revision, development and implementation of the IOM overall HR strategy, risk management strategies, policies and practices to achieve the IOM objectives in the area of human resources management.

Develop and implement control mechanisms for the various streams to minimize risks and safeguard the Organization’s financial asset.

Develop and implement a Business Continuity Plan (BCP) for the Global HR Operations.

Represent the Organization at internal and external forums on human resources matters as required.

Exercise delegated authority for HR Operations as assigned by the DOA tool and the authority assigned by the Director, MAC.

Participate in the MAC Senior Management Team, Crisis Management Team and other related activities.

Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Human Resources, Public Administration, Business Administration or a related field from an accredited academic institution with ten years of relevant professional experience; or,
• University degree in the above fields with twelve years of relevant professional experience.
Experience
• A minimum of five years of experience in a managerial role, with demonstrated interest and experience in human resources functions.
• Experience in implementing new HR policies and initiatives.
• Experience in field operations and / or emergency settings is an asset.
Skills
• Knowledge of Human Resources management and principles;
• Knowledge of HR management Policies and Rules within the UN is an asset.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, Fluency in English is required (oral and written). Working knowledge of a second IOM language is required. Working knowledge of any other UN language and/or Portuguese is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
