Chief of Party | Afghanistan | 2021

Chemonics seeks a chief of party for the anticipated USAID/Afghanistan Women’s Empowerment and Civil Society (WECS) Activity. The overall objective of WECS is to facilitate the participation of women in Afghan society and preserve women’s rights within the context of the ongoing peace process. The focus of the Activity’s technical assistance will be on building new and strengthening existing issue-based coalitions of CSOs, carrying out capacity building activities for women’s rights activists and facilitating dialogue between civil society and the Government of Afghanistan on the development and implementation of gender policies. The project will be based in Kabul, Afghanistan with potential domestic travel within Afghanistan. . We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities include: 

  • Provide overall direction, oversight, and implementation of program activities in compliance with USAID regulations and Chemonics policies and procedures
  • Serve as the primary liaison with USAID on strategic, managerial, and technical matters
  • Lead efforts to collaborate and coordinate with other USAID/Afghanistan projects, local civil society organizations, the Government of Afghanistan, and other key stakeholders
  • Ensure quality control and overall responsiveness of technical assistance provided under the contract, including program results and deliverables
  • Provide oversight and guidance to senior technical staff consultants, and partner organizations to achieve expected results 
  • Identify issues and risks related to project implementation in a timely manner, suggesting appropriate adjustment.
  • Ensure compliance with USAID, U.S. government, and Afghanistan government laws, regulations, policies, and procedures
  • Other duties as assigned

Qualifications: 

  • Bachelor’s degree or equivalent experience in international development, conflict resolution, finance, business, economic development, or a related field required. Advanced degree preferred
  • Experience working in Afghanistan preferred, but not required
  • Minimum of 10 years of experience in managing and implementing development projects of similar size and scope, preferably including experience in a conflict or post-conflict environment with populations similar to those WECS seeks to serve  
  • Demonstrated experience working with civil society organizations and peace building processes, ideally within a conflict or post-conflict setting, to identify community needs and liaise with government officials to develop and implement gender policies
  • Strong facilitation, communication, collaboration, and leadership skills
  • Experience with adaptive management approaches
  • Highly skilled in personnel and resource management, coordination, and decision-making, along with an ability to troubleshoot
  • Excellent oral and written English skills required
  • Demonstrated leadership, versatility, and integrity
