Chemonics seeks a chief of party (COP) for the anticipated USAID Mozambique Improved Learning Outcomes in Primary Education (SABER) project. The project aims to support the increase of sustainable access to education services in Mozambique, with a focus on rural and peri-urban school districts. The chief of party (COP) will be responsible for the leadership and management of the project for technical implementation and compliance purposes. The COP will be the principal point of contact in Mozambique for procedural and substantive matters. This position will be based in Mozambique. Responsibilities include:
- Provide overall direction, oversight, and implementation of program activities in compliances with USAID regulations and Chemonics policies and procedures
- Serve as the primary liaison with USAID on strategic, managerial, and technical matters
- Lead efforts to collaborate and coordinate with other USAID/Mozambique projects, local organizations, the Government of Mozambique, and other key stakeholders
- Ensure quality control and overall responsiveness of technical assistance provided under the contract, including program results and deliverables
- Professionally represent Chemonics to USAID, local government counterparts, private sector associations, civil society organizations, and other key stakeholders
- Ensure that relevant, productive, and complementary activities are coordinated and leveraged effectively
- Provide guidance to senior technical staff
- Identify issues and risks related to project implementation in a timely manner and suggest appropriate adjustments
Qualifications:
- Advanced degree in education planning, public policy, management and administration, social science or related and relevant field, a focus on education policy change implementation, program/project management, curriculum, bilingual education, or early grade reading is preferred
- Minimum of 15 years of experience in relevant management, supervisory, and technical roles, with at least 10 of these years in a management/leadership position
- Minimum of 10 years of experience in the education sector in Sub-Saharan Africa is desired, preferably with experience in Southern or Eastern sub-Saharan Africa or Mozambique
- Program/project management experience working with rural, ethno-linguistic underserved populations
- Experience in project design, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement and classroom reforms
- Demonstrated experience and knowledge of capacity building and professional development preferred
- Experience managing evidence-based early grade reading program preferred
- Demonstrated ability to establish strong working relationships with government officials, non-governmental organizations and other donors
- Demonstrated leadership, versatility, and integrity
- Proficiency in written and spoken Portuguese and English
