Children’s Services Specialist– Texas Unaccompanied Refugee Minor

This position conducts monitoring and programmatic oversight of the Texas Unaccompanied Refugee Minor (URM) Program sub-recipients to ensure benefits and services are being provided in compliance with federal and state child welfare and licensing laws regulations and policy guidelines for URM Programs. This responsibility includes serving as the lead to carry out the core functions of oversight, data management (tracking, analysis, and dissemination), and all aspects of data collection and reporting to ensure effective state administration and compliance with all federal data reporting requirements. Serves as the primary liaison with the U.S. Department of Health and Human Services, Office of Refugee Resettlement (HHS/ORR), for all data related, inquires, and reporting in the RADS database system. This position provides case consultation, capacity development, training, and consultation on programmatic and systemic trends and issues for a portfolio of URM Programs, the federal government, and other stakeholders. Contributes to the Bishops’ strategic plan for the Conference. Demonstrates willingness and ability to understand, respect, and contribute to the USCCB mission and fulfill job duties following its Catholic identity.

QUALIFICATION REQUIREMENTS:

Education Level: Master’s Degree Preferred

Other Specialized Training: Social Work, Child Welfare, Foster Care, Case Management, Mental Health, Juvenile Justice or related field preferred.

PRACTICAL EXPERIENCE:

· Experience providing technical assistance and programmatic support

· Experience with program monitoring and administration

· Experience with refugee children and families

· Report writing skills

· Developing organizational systems and procedures

· Working independently and with a team

· Public speaking

· Strategic Planning

· Proposal writing

· Knowledge of grants and cooperative agreements

· Travel for on-site monitoring, conferences, and related work are required approximately 8 times a year for approximately 3 days each trip.

Number of Years Required: a minimum of 3 years of related expertise or in-depth field knowledge may be considered instead of specific degree requirements. The position is in Washington DC
