Civil Affairs Officer

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Under the direct supervision of the Civil Affairs Regional Coordinator and overall authority of the Chief of Civil Affairs Section (CAS) the UN Volunteer will undertake the following tasks:

  • Establishes and maintain contacts with relevant interlocutors at the local level as directed, including representatives of local authorities, as well as civil society actors, non-governmental organizations, community representatives and representatives of local interest groups;
  • Coordinates activities and initiatives (across disciplines and components) with other team members to achieve consistency and synergy in mandate implementation;
  • Collects information at the local level as required and undertakes assessment of specific sectors with a view to identifying needs and priorities. Assists in identifying the concerns and perceptions of the local population;
  • Contributes to overall mission monitoring and planning as required;
  • Assists in organizing outreach activities to promote good relations and understanding between Mission’s actors and the population, and ensures accurate information dissemination on Mission’s role and mandate;
  • Works closely with civil society groups or institutions that promote Governance as well as accountability and transparency, including through organizing joint initiatives and events;
  • Assists in protecting and promoting rights of excluded and/or threatened groups in full respect of Mission’s mandate and international law;
  • Assist in the design and implementation of civic education programmes at the local level in coordination with local authorities and/or civil society actors;
  • Write, supervise and finalize reports on governance, social cohesion, conflict resolution, confidence building and popular
  • participation in development.


Bachelor degree or equivalent


  • Sociology, political science, law, economics, international relations, other social science or related humanities field.


24 Months

A minimum of 2 years of progressively responsible experience working with community groups, civil society, public administration, NGOs and/or international relief or peacekeeping operations.
