UNHCR, the UN Refugee Agency, is offering an IICA full time position within The Programme Unit in Khartoum, Sudan Representative Office.
UNHCR operations address the complex humanitarian situation in Sudan including a complex mix of asylum-seekers, refugees, internally displaced persons (IDPs), Sudanese refugee returnees and IDP returnees, and other vulnerable populations. Sudan is also a source, transit and destination country for mixed migratory population movements. Continued small to medium scale refugee influxes from CAR, South Sudan, Eritrea, and possibly Ethiopia, are anticipated in 2021. Furthermore, given UNHCR is receiving Sudanese refugee returnees from Chad to integrate them in their villages of origin, there are a number of planned and ongoing construction of basic facilities/infrastructure such as schools, boreholes, community centers, health facilities, and similar infrastructure in most return areas being implemented by partners to enhance the reintegration process
UNHCR’s operations include the delivery of rehabilitation, construction and engineering projects through commercial contractors and NGO partners, in addition to shelter provision for refugees, IDPs and returnees. The Civil Engineer will play a key role to ensure that these projects are well planned, supervised, monitored and evaluated.

Responsibilities
- To assume technical responsibility for the preparation of quality plans, scheme programmes, assessments and design work, estimates, bills of quantities and review of bid documentation & assessments;
- Tp prepare of BoQs, and technical documentation for tendering processes;
- To carry out project management of specific construction projects;
- To oversee, assess and monitor construction projects by NGO partners and contractors, to assess if the projects are delivered in line with the specifications;
- To promote use of and participate in development of design and production standards working with country code officials and other design professionals;
- To assess the requirements of new/potential projects, breaking them into tasks, and working with the Proposal Owner to determine scope of work, budget and staffing including writing scope of work for design based on preliminary review and meetings with the potential partners and/or donors
- To provide required technical advice, input and documentation for internal, organizational, partner and stakeholder reports;
- To review and update technical standards, office procedures, construction techniques, and use of materials to ensure that specifications and schemes prepared, reflect best practices, with continuous improvement;
- To assist in the planning, organization and oversight of site investigations, surveys and analyses of existing buildings, feasibility studies, structural inspections and assessments and preparation of assessment of associated reports. To examine structures at risk of collapse and advise on how to improve their structural integrity, such as recommending removal or repair of defective parts or rebuilding the entire structure. To oversee third parties undertaking investigations for UNHCR Darfur and work with geotechnical engineers to investigate ground conditions and analyze results of soil sample and in-situ tests;
- To plan, design and develop building structures and facilities; prepare calculations, models, charts and graphs; and create construction drawings and design specifications including use computers and computer-aided design (CAD) technology for simulation purposes;
- To analyze configurations of the basic structural components of buildings and civil structures; calculate the pressures, stresses and strains that each component; consider the strength of various materials, e.g. timber, concrete, steel and brick, for structural design;
- To monitor and inspect off-site and on-site work for compliance to applicable codes, accepted engineering practices and Sudanese laws.
Essential minimum qualifications and professional experience required
- Advanced university Degree (Master or equivalent), preferably in Civil, Structural or Infrastructural Engineering;
- A First level university degree (Bachelors or equivalent) in relevant discipline combination with 2 additional years of experience may be accepted in lieu of a Master’s degree.
- Minimum of 5 years of experience, preferably with an international organization.
- Experience in the management of construction projects, including public works.
- Experience in the management of tendering processes related to construction or shelter.
- Experience related to sustainable energy projects (solar) is an asset.
- Excellent knowledge of English (written / oral / comprehension) is essential. Knowledge of the local language (Arabic) is a plus.
Desirable qualifications
- Prior experience in construction design and planning including layout of accommodation compounds, roads, communal infrastructures and basic services.
- Previous experience in tender processes, including development of all relevant technical documentation. Experience of site construction management (including supervision, monitoring, quality control, evaluation etc.).
Location
The IICA will be based in Khartoum, Sudan with travel to other states within Sudan.
Conditions
This position is for one year (extension subject to UNHCR organizational need). It is a full-time role with working hours starting from 8.30am to 4.30pm Sunday to Thursday (40 hours per week).
Remuneration
Monthly fees range between US$6,000 – US$8,000, depending on the level of expertise of the candidate. Daily subsistence allowance for travel within Sudan will be payable as applicable.
