Summary of position:
Under the direction of the Management and Consular Officer, the Common Services Officer manages logistical execution of program objectives and goals, including but not limited to, budget management, human resources administration and the management of information and documentation of the services in accordance with established policies, guidelines and procedures. The incumbent directly plans and administers the Embassy’s budget, contracting and projects, as well as conducts research and analysis to advise Management on labour relations and various policy matters. The incumbent will provide and create non-routine information and/or documentation; provide complex administrative support and services; provide services to a diverse client base and initiate proactive collaboration; supervise staff, as necessary; and perform other duties as required.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree from a recognized university

Language:
• Fluency in English (oral and written)
• Fluency in Arabic (oral and written)

Experience:
• Significant recent experience* working in financial administration (e.g. accounting operations, tracking with a financial system/database, forecasting, interpreting financial data, budget management)
• Significant recent experience* in client service; liaising and working with clients (internal or external), in an office environment

* Significant recent experience is defined as a minimum of two (2) years within the last 5 years.

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.
• Experience working with a diplomatic mission or international organization
• Knowledge and proficiency in financial software packages (i.e. SAP)
• Experience working in Human Resources
• Experience working in procurement or contracting with service providers or suppliers
• Fluency in French (oral and written)

 

Organizational Needs:

 

Operational Requirements:
• Working hours: 37.5 hours per week, Sunday to Thursday
• May be required to work overtime
• May be required to work outside normal working hours (i.e. evenings and weekends)

 

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
