Summary of position:
Under the general direction of the Common Services Property Manager, the Common services technical officer is responsible for:
• Manage, in collaboration with the MCO, DMCO and Property Manager, properties owned or rented by the Crown for the best value for money and good stewardship based on a life cycle management approach;
• Provide advice and technical expertise for the manager;
• Plan and administer activities related to the relocation of Canadian employees, including the repair of housing, supply and maintenance of furniture, equipment and appliances, etc.;
• Prepare work statements, project specifications or tender documents;
• Plan, design, perform and evaluate projects of simple complexity and/or technically complex projects of low value in terms of time, cost, scope and quality, in accordance with departmental policies. These projects included capital, acquisition/lease, disposition, renovation and maintenance projects;
• Make detailed estimates of costs;
• Perform quality checks and reviews at all stages of service delivery to ensure that all schedule, cost, and quality objectives are achieved to the satisfaction of mission standard;
• Manage project budgets and resources;
• Establish and maintain contact with the local capital and construction industries;
• Prepare and maintain contract documents. Documents include quotes, contracts, standing offers, purchase requisitions and invoices;
• Prepare estimates and needs as part of the mission planning and budgeting process;
• Manage contracts for the acquisition of professional goods and services. These contracts include standing offers, maintenance contracts for real estate, equipment and fixed equipment;
• Establish and maintain project schedules.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree from a recognized university in Engineering or Building Management or Project Management or any other discipline relevant to the position or equivalent combination of relevant education, training and experience.

Language:
• Proficiency in English (oral and written).

Experience:
• At least four (4) years of relevant experience in a similar position managing real estate and construction projects in one of following construction/engineering disciplines: architecture, civil engineering, mechanical engineering or electrical engineering (office layout, commercial construction, real estate, site supervision);
• Experience in real estate portfolio/facility management;
• Experience in managing a team.

Rated Requirements:

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of the principles and practices of project management;
• Knowledge of the application of standards, guidelines, laws and regulations relating to the execution of construction projects in Ghana;
• Knowledge of Microsoft Office Suite (Word, Excel, Outlook);

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• A valid Ghanaian driver’s license and be capable to drive in Ghana;
• Experience working in a diplomatic mission.

• Overtime may be required.

 

Condition(s) of Employment:
• The successful candidates must be able to legally work in Ghana.
• Applicants must hold a valid working authorization covering the period of employment. If the employment is of an indeterminate nature, or becomes indeterminate, then the work authorization should be permanent or lead by itself to permanent work authorization. The Government of Canada cannot sponsor a candidate to obtain work authorization documents.
• The appointment of the successful candidates will be subject to Medical Clearance and Reliability Check (RC). Reliability status must be maintained throughout employment – failure to do so may result in dismissal.
