Specific Tasks

The following are specific tasks expected by the C4D Consultant

Summary of key functions/accountabilities

Support planning and implementation of C4D activities  

  • Provide a coordinated technical support during planning and implementation of strategic C4D interventions in consultation with nutrition section, field offices and implementing partners
  • Ensure strategic C4D programming for both development and emergency nutrition projects and different critical nutrition program development including Covid-19 responses
  • Ensure the quality of C4D activities through provision of technical support to C4D officers, nutrition specialist and emergency officers at regional level and field monitoring visits
  • Lead and coordinate the planning and implementation of nutrition section’s flagship (Stop Stunting) programing
  • Coordinate mapping, and prepositioning and distribution of multimedia materials 
  • Support the production of IEC materials to ensure technical quality, consistency and relevance of communications materials that are developed, produced and disseminated to target audience
  • Oversee C4D projects that will be implemented through Program Document and Partnership Corporate Agreement (PCA) both for emergency and development nutrition projects

 Capacity building

  • Provide technical support to C4D officers, Nutrition Specialists and Emergency Nutrition officers, and partners in the field to support/facilitate sensitization and advocacy, and community mobilization activities engaging various relevant groups including HEWs/HDAs/WDAs, youth groups, school communities, religious and traditional leaders.
  • Mentor C4D officers based in UNICEF regional offices on C4D programming
  • In collaboration with C4D specialists in C4D section, support the development of SBCC package development for HEWs/PSNP and training materials  
  • Provide technical support to nutrition technical working groups at national and regional levels towards strengthening the communication response for nutrition and related health issues

 Advocacy, networking and partnership building

  • Establish and strengthen partnership with various government, private sector, civil society entities, community groups, leaders and other partners in the community and civil society
  • Support and participate on advocacy communication events organized by UNICEF, FMOH & other partner organizations
  • Actively participate in cross-program planning and monitoring with UNICEF C4D colleagues on regular bases

 Monitoring, coordination and reporting 

  • Undertake regular field monitoring and report based on agreed indicators
  • Compile reports from the field and update progress on key results
  • Ensure available IEC materials are distributed to the intended target group and monitor and address gaps
  • Participate in national coordination mechanisms and follow up on tasks related to C4D
  • Provide regular report including documentation of good practices and lessons in emergency C4D preparedness and response in nutrition

Methodology:

  • The consultant will work under the supervision of C4D Specialist
  • The consultant will closely work with C4D specialists and officers in C4D section, and nutrition specialist in Nutrition section with strong emphasis on providing technical support to field offices, and implementing partners
  • The consultant will maintain a strong working relation with government representatives/sector bureaus and other partners

Expected Deliverables:

  • Monthly detailed reports specifying all activities accomplished in the month. Monthly reports to be submitted in the first week of the next months
  • Documentation of lesson learnt, best practices and success stories (One per quarter)
  • Final report at the end of consultancy

ACADEMIC:

  • Advanced university degree in Public Health, Health Promotion/Communication, and Social/Behavior Change Communication, relevant Social Sciences

WORK EXPERIENCE:

  • Five years of progressive work experience in programme communication/C4D, social mobilization and behavioral change communication 
  • Experience of working on nutrition programs and other public health programs will be an advantage.
