Job Purpose
Oxfam Pilipinas will lead a consortium in implementing a disaster preparedness project, with a focus on anticipatory action.
As the consortium lead, Oxfam Pilipinas will lead overall management and supervision of the project. A Consortium Coordinator will be hired by Oxfam to take the role as project manager with the major task of project implementation and ensuring that the agreed workplan is implemented on schedule.
What we are looking for: SKILLS, EXPERIENCE, KNOWLEDGE, ATTRIBUTES AND VALUES:
Essential
1. The aspiring Consortium Coordinator must possess adequate experience in disaster preparedness, disaster risk reduction, humanitarian actions including in conflict situations, knowledge on cash transfer programming, protection, gender and safe programming. The applicant should also have the capacity to lead the consortium in working for integration of age, gender, disability and social inclusion, and resilience.
2. Knowledge and experience in managing consortium projects, preferably with previous experience in managing disaster preparedness and large cash programme.
3. Proven experience (at least 3 years) in senior programme management and leadership positions working with national government, INGOs, NGOs, other civil society groups.
4. Experience working in European Commission (ECHO)-funded projects, and knowledge of ECHO funding guidelines, including financial rules and communications, visibility and information guidelines.
5. Advanced writing skills and experience in reporting.
6. An advanced degree in a relevant field and trainings relevant to the project’s thematic focus.
7. Excellent coordination skills.
8. Ability to build and maintain effective relationships with senior donor representatives, INGOs and governmental structures and to represent the consortium at local and national level fora.
9. Leadership and training skills; able to build the capacity and guide a culturally diverse team.
10. Proven problem solving and organizational skills; is flexible and organized in a challenging environment.
11. Excellent interpersonal communication skills with local authorities and community officials.
12. Good team player, able to listen and motivate.
13. Able to work with minimum supervision and be pro-active.
14. Fluency in written and spoken English.
15. Willing to travel regularly between Cotabato, Marawi, and Manila where the activities are taking place.
Desirable
- Coaching or mentoring experience.
- Experience of working with people from diverse backgrounds and cultures.
- Experience of working on issues of Local Humanitarian Leadership.

KEY RESPONSIBILITIES:
The Consortium Coordinator is the overall responsible for project implementation and will oversee and monitor all project related activities of the consortium members. He/she will be the main point of contact for all the project stakeholders and will represent the consortium at the national and local levels. He/She will lead the harmonization of approaches across geographic areas of implementation, coordination with local government units, national government agencies and other stakeholders and disaster preparedness, humanitarian and development programs in the area: advocacy and communication activities; consolidation of narrative and financial progress reports and updating of the donor.
The Consortium Coordinator will report to the Project’s Management Team and will be line managed by Oxfam Pilipinas Humanitarian Portfolio Manager.
The Consortium Coordinator’s key responsibilities include:
Project Management
- Ensure that the project is fully implemented according to the approved proposal and in accordance with the requirements of the donor.
- Be responsible for operational and financial planning of the project.
- Develop and maintain relationships internally between consortium members and externally with relevant actors/stakeholders (including BARMM, local authorities, coordination clusters and other government and non-government agencies).
- Regularly communicate with the project staff and consortium partners to support the achievement of outcomes and impact
- Ensure timely quality reporting, monthly, intermediate and final reporting.
- Represent and communicate clearly consortium project initiatives to relevant stakeholders.
Consortium Management
- In support to the leadership of the Project’s Management Team (PMT), manage, supervise, coordinate and support the consortium members and consortium MEAL Officer and any other consortium staff in their responsibilities.
- Facilitate consortium management meetings and enable an effective learning and sharing culture across partners.
- Represent the consortium in appropriate coordination fora and report back to the consortium partners on key decisions and outcomes.
- Develop activity plans, reports and other relevant documents for consortium members that meet the donor and internal requirements.
- Conduct regular field visits in coordination with consortium partners in order to identify needs, gaps and challenges and to collect lessons learned and best practices.
- Ensure adherence to monitoring and evaluation guidelines, frameworks and indicators for the consortium project, in line with established partnership agreements.
- Lead coordination work, communication and visibility activities of the consortium, in line with the agreed plan.
Partnership Management
- Support in developing, improving, and embedding the country program’s Strategic Partnership Model across the organization.
- Support in developing strong organizational relationships with partner organizations under the Humanitarian Portfolio, coordinate and monitor all activities and communications to ensure that they reflect the spirit and intent of the country program’s Strategic Partnership Model.
- With the Humanitarian Portfolio Manager, ensure that partners are equal stakeholders in project management, reporting, and MELSA, and that the way that we engage with partners in these areas are empowering, principled and fully aligned with the Strategic Partnership Model.
- Contribute to the assessment and capability development of partner organizations under remit by initiating and coordinating activities with operations, technical, and business development leads, and ensure that these processes are participatory, fully understood and engaged with by the partner organizations within remit, and that partner organizations remain fully apprised of timing, requirements, and status throughout.
- Coordinate with assigned partner organizations to ensure that all reports are submitted in a timely manner and in accordance with donor and Oxfam requirements, collaborating early to identify potential delays, challenges or capacity gaps and coordinating with colleagues to address and rectify.
Risk Management:
In collaboration with consortium partners:
- Facilitate the development of safety and security guidelines and protocols for the project, including safety protocols for COVID 19.
- Lead close monitoring of the local context developments.
- Be responsible for overall financial oversight of the consortium budget and expenditure.
- In collaboration with the Consortium MEAL Officer, provide oversight for coordinating and documenting the Monitoring, Evaluation, Learning and Social Accountability (MELSA) activities of consortium members and tracking progress against the consortium MELSA framework.
- Regularly review and update risk register: ensure appropriate mechanisms in place to reduce the risks.
Contract Length: period of 18 months
