Summary of position:
Under the supervision of the Common Services Agent, the incumbent must:
• Provide advice and general instructions to Canadians in distress, to Canadians on a range of consular services, and the Canadian public on procedures and documentary requirements relating to passports and Canadian citizenship, as well as information on how to inquire about local conditions.
• Provide advice on internal procedures within the section and mission, travel arrangements, logistics and procedures.
• Monitor the section’s budget and make recommendations on travel arrangements.
• Provide passport services by processing passport applications including document review, data entry and follow-up with clients.
• Provide urgent passport services by processing urgent files, printing emergency travel documents, temporary passports and observation labels.
• Provide citizenship services by reviewing citizenship applications and supporting documents, and provide internal services to the consular section by designing and implementing internal documents for tracking purposes, including receipt of full passports from the central administration and collection from customers.
• Process payments, maintain expense records and provide related reports.
• Provide administrative, hospitality and consular services to the public by responding to routine inquiries and queries from external clients and by
• Research and compile information, review and process passport applications and review / validate documents provided to ensure compliance.
• Research local service providers and options for travel, network coordination, hospitality and other section logistics requirements.
• Examine the supporting documents to confirm the validity of the legal documents and the completeness / authenticity of the identification documents.
• Respond to general inquiries from clients, by telephone and in writing, on Canadian and local laws, regulations and services relating to, among other things, citizenship, passports, immigration and residency, taxation, pensions, adoptions, social services, customs, criminal and civil law, labor law and services under provincial jurisdiction in Canada (birth, marriage and death registration, driver’s license, medical and social services, etc.)
• Maintain and update information in systems, including the Register of Canadians Abroad. Monitor and respond to routine questions from Mission social media accounts.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:

• Recognized university degree in a field relevant to the position or an acceptable combination of education, training and / or experience.

Language:

• Proficiency in French (Written and Oral).
• Proficiency in Arabic (Written and Oral).

Experience:

• A minimum of two years of recent professional experience * in an assistant role providing administrative support services in a diplomatic mission or an international organization.
• Significant experience ** in at least one (1) of the following areas:
• Experience in providing passport and consular or visa services
• Administrative support services to a consular or passport or citizenship or visa program.

* Recent experience is defined as a minimum of three years of experience within the past five (5) years.

** Significant experience is defined as the breadth, depth and complexity of experience normally associated with the full-time performance of the duties over a period of 12 months.

Rated Requirements

The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:

• Knowledge of the Microsoft Office suite (Word, PowerPoint, Excel, Outlook, etc.);
• Knowledge of the consular mandate of Global Affairs Canada;
• Knowledge of Algerian law: labor code / Algerian family code / civil code / penal code.

Abilities/Competencies:

• Client service orientation;
• Ability to quickly analyze and interpret detailed information;
• Teamwork and collaboration;
• Ability to prioritize in order to meet deadlines and deal effectively with competing demands;

Asset Qualifications:
Preference may be given to candidates who meet the asset qualifications. Where applicable, candidates must clearly demonstrate how they meet the asset qualifications in their cover letter and CV.

• Experience with Consular Services Management System;
• Having obtained the certification “Passport Management Program for Foreign Operations”;
• Knowledge of Canadian and local laws, regulations and services relating to, among other things, citizenship, passports, immigration and residency;
• Knowledge of Global Affairs Canada passport operations abroad;
• Fluency in English (reading, writing, and speaking).

 

Organizational Needs:

 

Operational Requirements:
• Ability and willingness to work overtime as needed.
• Ability to travel and work in potentially difficult conditions (e.g. prison visits).

 

Condition(s) of Employment:
• Candidates must have a valid work authorization covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent or itself lead to a permanent work authorization;
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in the specific city, region or country so that if selected, it will appear on the offer letter;
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
