Summary of position:
Under the general supervision of the Deputy Management and Consular Officer, processes passport applications and citizenship documents for Canadian citizens in Afghanistan; provides consular support services to Canadians; and financial and accounting services in support of consular, passport and citizenship services provided at the mission; and performs other duties.

 

Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, language and experience. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications (education, language and experience).

Requirements relating to knowledge, abilities and competencies will be assessed for candidates who make it through the initial screening. Methods of assessment may include, but are not limited to, a written examination, an oral interview, practical tests, and/or presentations.

Education:
• Bachelor degree from a recognized university.

Language:
• Proficiency in English (reading, writing and speaking)
• Proficiency in Dari (reading, writing and speaking)

Experience:
• Minimum of two years of recent experience (in the last five years) in providing face-to-face client service to the public.
• Minimum of one year of recent experience (in the last five years) in data entry and/or using a web-based case/client/file management system.

Knowledge of:
• General knowledge of Canada;
• Knowledge and understanding of consular services;
• Knowledge of the Afghan government structure and mandate of the Afghan Ministries
• Knowledge of general office procedures and practices
• Knowledge of MS-Office (including Word, Excel, PowerPoint, Outlook), Internet

Operational Requirements:
• Be able to work during the regular business hours of the mission (8:00 – 16:30)
• Ability to work overtime, periodic evenings and weekends during high work load periods and emergencies
• Ability and willingness to travel in the country and/or region

 

Condition(s) of Employment:
• Candidates must have a valid work authorization for Afghanistan covering the entire employment period. If the employment is indeterminate, the work authorization should be permanent.
• Before an offer of employment can be made, candidates must provide a local address as proof of residence in Kabul so that if selected, it will appear on the offer letter.
• Obtain and maintain a reliability rating (security clearance) from the Government of Canada covering the entire employment period.
