The work is subject to unpredictable developments and fluctuating priorities grounded on the following responsibilities: delivering consular, passport, citizenship and notarial support services; processing passport and citizenship applications; providing information and advice related to consular, passport, citizenship and notarial services; responding to emergency situations involving distressed Canadians and/or disturbing situations; researching, collecting and/or verifying information on a range of files and cases related to the consular program; as well as working with various (local and/or Canadian) authorities in support of clients. Essential qualifications: Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. Education: • A degree from an accredited university or college; or an acceptable combination of relevant experience (of at least three years), education and training related to the rated requirements of the position. Language: • Professional Proficiency in English (both oral and writing) • Professional proficiency in French (both oral and writing) Experience: • Recent experience (minimum of 3 years in past 5 years) in providing administrative and support services in a private or public sector organization; • Recent experiences in drafting reports and/or briefing notes; • Experiences (minimum of 3 years) in liaising and working with clients, partners or stakeholders; and, • Experience in handling sensitive and/or confidential information. Rated Requirements: The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment. Knowledge: • Knowledge of Global Affairs Canada’s consular mandate and objectives; and, • Knowledge and proficiency in computer systems in a network environment, including but not limited to MS Office suite (Excel, Word, Outlook, power point), as well as data entry. Abilities / Competencies: • Effective interactive communication (both verbally and in writing) in English and in French; • Ability to provide advice to clients and maintain a high level of customer service; • Ability to manage difficult / upset clients effectively; • Ability to work independently as well as in a team; • Ability to accurately research, analyze and articulate administrative policies; • Ability to prioritize workload and multi-task effectively in a high paced work environment; • Personal integrity, discretion and sound judgment; • Adaptability and flexibility; • Collaborative working style; and, • Attention to detail/accuracy. Asset Qualifications: Preference may be given to candidates who have the following asset qualifications: • Knowledge of both Singaporean and Canadian government organizations and policies that may assist Canadian citizens with routine matters, in times of distress, or during a crisis / emergency situation; and, • Experience working in a similar role (providing passport and consular services) at a Canadian diplomatic mission or another international organization. Organizational Needs: n/a Operational Requirements: Operational Requirements (full time, 37.5 hrs / week) • Hours of work: Mondays-Thursday: 08:00 to 16:30; • Fridays: 08:00 to 13:30; • Must be able to work overtime, as operationally required; • Please note the High Commission operates a schedule of public holidays according to a combination of Singaporean and Canadian dates, which means you will be required to work on certain Singaporean holidays. Condition(s) of Employment: The successful candidate must: • Be able to work legally in Singapore at the time of application. Please note that the High Commission of Canada in Singapore does not sponsor any Employment Pass applications to the Ministry of Manpower. • Must successfully pass the Passport Canada training course, which allows for the delivery of the Passport Program within the probationary time (training will be provided); • Have a valid “Reliability Status”. A security check is required prior to appointment as well as a medical examination. The required level of security clearance must be maintained throughout the employment period; and, • Be able and committed to work additional hours as required, and on short notice, which may include evenings and weekends.
