The Global Design, Monitoring, Evaluation, and Learning team at The National Democratic Institute needs a short-term, full-time consultant to assist in a  scoping exercise for an evaluation portfolio of a cadre of programs. This consultancy would run from  November 1, 2021 to January, 30 2022.

Scope of work

Objective 1: Scoping PAIRS Program Portfolio (40%)

  • The consultant will support the compilation of existing datasets across NDI’s  PAIRS program portfolio, conducting qualitative and quantitative data analysis and visualization, as well as formulating recommendations for improvement in data collection and analysis for the PAIRS mechanism as a whole.  

Deliverables: 

Objective 1: Scope PAIRS Program Portfolio

  • Visual representation of structured qualitative and quantitative datasets from the PAIRS program portfolio
  • Written recommendations to improve Complexity Aware Monitoring of PAIRS programs, data collection, and data analysis  
  • Other related items, as appropriate 

Experience:

Required: 

  • 1-5 years of experience in program evaluations, preferably in democracy assistance interventions. These years are apart from other areas of professional experience. 
  • Strong Qualitative and Quantitative data analysis skills, including use of relevant software (e.g., SPSS, STATA, DEDUCE, AtlasTi, Nvivo)
  • Strong data visualization skills using (e.g Tableau, PowerBi)
  • Strong communication and coordination skills and experience working with a cross section of organizational stakeholders
  • Ability to work remotely as part of a team, as well as independently
  • Fluency in English and in one of NDI’s languages (Spanish, French, Arabic)

Preferred:

  • Experience using innovative monitoring and data (e.g., outcome harvesting, complexity aware monitoring, most significant change, social network analysis) for portfolio analysis
  • Experience doing correlation analyses of secondary datasets (e.g. VDEM) with primary indicator data a plus
  • Familiarity of numerous donors a plus
  • Programmatic experience as well as MEL experience  a plus

Submission Guidelines

Proposals should include the following information: 

  • A portfolio of past work including: 
    • Table of pertinent research projects that include the methodological approach and methodologies of project, topic area of research, size of project, size of data set
    • One page summary of any research projects where you were the PI. Please focus summary on methods, analysis, datasets etc. 
    • Examples of any data visualization work that can be shared 
    • Donor experience list 
    • Region and country experience list, f any 
  • Detailed budget containing all costs, including staff time and any other appropriate costs. Proposals may be priced by day or by hour. If pricing for a company, different rates may be given for different services and/or different team roles.
