Background

1. On the bureau/unit

UNDP Bureau for External Relations and Advocacy (BERA) is responsible for positioning UNDP as the world’s leading global development network, promoting its global authority and thought leadership on sustainable development and the interconnected issues of poverty, inequality, and climate change. BERA leads and supports UNDP in building and nurturing strategic relationships and alliances essential to achieving its mission. The Bureau of External Relations and Advocacy is positioned around three service lines; Public Partnership; Advocacy, Marketing and Communications; and Private and Finance Partners, all working in close collaboration and coordination under the guidance of the Directorate and with the support of the Management Support Unit and Strategic Analysis and Engagement team.

Public Partnership Group (PPG) Provides trusted engagement for public partnerships in line with UNDP Strategic Plan and business planning targets; Coordination of multi stakeholder partnerships including quality assurance; Engage with key political constituencies and promote the effective communication of UNDP’s vision, objectives and results to partners and diverse audiences, including policymakers, influencers, civil society, and key decision makers in multilateral and bilateral partner agencies. PPG works closely with the Advocacy, Marketing and Communications Group to develop innovative, informative and effective visual products across multiple media platforms, utilizing quantitative and qualitative UNDP data and existing multimedia assets.

2. Core funding situation

In 2020 the UNDP was able reverse the decline of core contributions to the organisation since the last global financial crisis. This funding was stabilised through wide-ranging engagements with all partners year round to make the case for core funding. Strengthened visibility for core funding partners is essential to continue to protect core funding and prevent a reversal of recent growth in core contributions.

3. PartnersAtCore Campaign

The #PartnersAtCore campaign is part of UNDP’s efforts to strengthen the case for core resources by highlighting its value and impact, not just to policy makers and funders but to their political constituents and other influencers. The campaign also responds to UNDP’s Funding Compact commitment to increase visibility for results achieved with flexible funding.

In line with the roll out of the new Strategic Plan 2022-2025, UNDP will scale-up the campaign at global, regional and country levels.

Duties and Responsibilities

1. Objectives

Under the direct supervision of the Public Partnerships Director, the consultant will design a campaign to be rolled out in 2022 aimed at our core partners and other audiences based on a whole-of-society and audience-centric approach.

2. Scope of work:
Design a comprehensive and effective campaign with a series of activities including a social media component, as well as the other components and activities including, inter alia:

Human impact stories on UNDP External website

multimedia videos

virtual field tours on the impact of core in the field

multimedia stories

joint op-ed and/or blogs with partners

high-level partnership events

partnership influencer program, etc

Involvement of Representation Offices with civil society, private sector, academia

Produce strategic communication material on the role of core for implementing the new UNDP Strategic Plan 2022-2025, in collaboration with the Advocacy, Marketing and Communications Group in BERA (including those listed in the list of components and activities in 2. Scope of work).

Expected outputs and deliverables / Estimated duration to complete:

Initial draft design of the PartnersAtCore campaign 2022: 30 days

Finalized design of the PartnersAtCore campaign 2022: 60 days

Strategic communication material on the role of core for implementing the new UNDP Strategic Plan 2022-2025: 60 days.

Competencies

Functional competencies:
Experience of working partnerships, communications, events and visibility initiatives

Computer literate in standard and advanced software applications (MS Word, Excel, PPT, Adobe, Teams, Zoom, and others as appropriate/relevant for multi-media communications) and skilled with social media use and WordPress

Administrative skills and proven ability to structure information and organize events

Proven ability to create communications content and materials. Experience in developing strategic communications tools or materials is an asset.

Demonstrated ability to meet deadlines and work under pressure

Proven experience working on designing campaigns is an asset

Corporate competencies:
Demonstrates integrity by modeling the UN’s values and ethical standards;

Promotes the vision, mission, and strategic goals of UNDP and the UN;

Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;

Required Skills and Experience

Education:
Advanced university degree in journalism, communications, management, or other relevant field, or equivalent experience.

Experience:
At least 5 years of experience in media, communications, campaign designs and/or high-visibility partnerships initiatives.

Experience and knowledge of the multilateral organizations, including UN system/UNDP will be considered an asset.

Language requirements:
Fluency in English, both written and oral is required

Fluency in an additional UNDP Working Language is an asset.

Duly accomplished Letter of Confirmation of Interest and Availability which also includes a brief description (not more than 300 – 500 words) of why the individual considers him/herself as the most suitable for the assignment, highlighting the experiences from similar projects;

Criteria for selection:
Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the consultancy. The shortlisted candidates will be scored based on a review of their functional competencies and other criteria as described above. The candidates with the highest scores may also be invited for interviews.

Combined scoring method: where the qualifications and competencies will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%.

Method: cumulative analysis method will be used to evaluate proposals.

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive / compliant / acceptable; and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria weight: 70 points (70% of total obtainable scores):

Only those candidates who meet the minimum level of education and relevant years of experience requirements will be considered for the technical evaluation. The technical evaluation will include a desk review and will include interviews with shortlisted candidates.

The technical evaluation of shortlisted candidates will be done on the basis of a review of the following:

Experience of working in the area of international development or a related field, especially in partnership/visibility campaign (15 points)

Proven experience working on similar projects is an asset (5 points)

Computer literate in standard software applications (MS Word, Excel, PPT, Adobe, Teams, Zoom, etc) and ability to use current social media and WordPress (15 points)

Proven ability to create communications content and materials. Experience in developing educational tools or materials is an asset. (15 points)

Interview (20 points)

Financial criteria weight: 30 (30% of total obtainable scores).

Only candidates obtaining a minimum of 49 points (70%) on the technical part will be considered for the financial evaluation.

Criteria for financial evaluation (30 points maximum):
The following formula will be used to evaluate financial proposal:

The award of contract will be made to the individual consultant who receives the highest combined score out of the weighted technical and financial criteria as specified above.
