BACKGROUND
The proposed consultancy is to provide conceptual and data support to the HIV Section to develop and pilot Real Time Monitoring (RTM) tools for HIV Cascades’ monitoring among adolescents and young people in select countries. Together with the HIV Team, the consultant will closely work with the ICTD and Innovation teams to develop the methodology, guidance and tools for above.
Terms of Reference / Deliverables
In close collaboration and working with the Adolescent HIV Specialist, Senior HIV Specialist (PMTCT), ICTD specialist and other staff in the HIV Section, the incumbent is responsible for developing and piloting Real Time Monitoring for various HIV Cascades- Treatment, Prevention including HIV Self-Test and PrEP, PMTCT; and Developing global guidance, detailing methodology and tools for country implementation/ scale up
With specific activities and deliverables as follows:
a) Review literature and good practices on HIV cascades; adapt HIV cascades for 10-24 age group.
b) With ICTD colleagues, evolve IT-based Real Time Monitoring systems of cascades.
c) Pilot in select countries, validate and streamline the system
d) In consultation with various sections in UNICEF (ICT, Digital Health, Digital Policy), and WHO PMTCT focal point develop the guidance for RTM for HIV Cascades
Qualifications
(1) Education
• Master’s level University degree in Statistics, Biostatistics, Economics, Econometrics, Epidemiology or other related degree
2) Work experience
• A minimum of Five to Seven (5- 7) years’ of progressive experience in managing HIV /AIDS Data including programme/ administrative data is essential
• It is preferable that the individual has experience working with government counterparts
• Knowledge of UNICEF context is and/or experience in working with multi-lateral organizations is an asset.
3) Competencies
• Expertise in working with large scale datasets (Survey/ Admin data), SAS/ SPSS or equivalent is essential
• Expertise with T4D data collection tools, such as RapidPro, Open Data Kit, Kobo is desirable.
• Strong ability to multi-task and a drive for on-time delivery required
• Strong organizational, planning, and analytical skills
• Excellent written and verbal communication in English; French proficiency is an added advantage
• Good judgment, initiative, high sense of responsibility, tact and discretion.
• Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

– Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
– At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
– Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
