Purpose
The Spotlight Initiative is a joint UN-EU initiative on gender equality with funding of EUR 500 million and with the primary aim of ending violence against women and girls. There are six pillars/outcome areas in the Spotlight Initaitive: (Legal reform, Institutions, Prevention, Services, Data and Women’s movement). UNICEF tends to implement activities which focus on Prevention, especially regarding social norm change, and Services for women and girls survivors of violence.
In 2019, Spotlight Initiative was launched in 13 countries across Latin America and Africa. UNICEF has developed and implemented the programmes in 11 countries, including four countries in Latin America (El Salvador, Honduras, and Mexico) and eight in Africa (Liberia, Malawi, Mali, Mozambique, Niger, Nigeria, Uganda, and Zimbabwe). In addition, the Spotlight Initiative has been launched in the 12 countries in the Caribbean, the Pacific and Central Asia in 2020. UNICEF participates in programming in all the 12 countries. The Spotlight Initiative also has regional components. UNICEF is one of the active implementing agencies for the Pacific, African and Caribbean regional programmes. The country programmes in Africa and Latin America are implemented over the span of two phases: phase 1 between 2019 and 2020 and phase 2 between 2021 and 2022.
UNICEF is a core technical agency and an implementing agency in Spotlight countries. In addition, UNICEF is a permanent member of the Spotlight Operational Steering Committee and a core technical agency.
Under the supervision of the Senior Gender Advisor, the Spotlight-GBV programme manager will serve as the anchor for coordinating and managing UNICEF’s implementation, monitoring, reporting, evaluation and financial management of the Spotlight Initiative across all recipient UNICEF Country Offices (COs) and regional offices (ROs). S/he is will act as Project Manager for all areas of work under the Spotlight Initiative across countries, regional offices and HQ, working closely with various teams and partners. S/he will facilitate technical coordination and project management across all country and regional offices to bring together different UNICEF business units and offices involved in the Spotlight Initiative, develop an M&E framework for the initiative and ensure harmonization of activities across multiple levels to maximize results. In addition, s/he will take a holistic view of the programme globally and ensure programme development, management, administration and partnership management. S/he will act under the guidance of UNICEF HQ Gender Advisor, PD Child Protection team and as well as field and regional teams.
The specific purpose of the consultancy includes:
- Provide technical support on addressing GBV to UNICEF’s engagement in Spotlight Initiative
- Provide technical backstopping for project design, implementation and M&E, with a focus on providing technical guidance on different thematic focus areas under the Spotlight Initiative
- Provide technical support to country office teams to ensure alignment with the overall Spotlight Initiative vision and objectives, and global evidence on addressing GBV
- Develop the necessary strategic documents concerning programme planning and implementation, such as policy papers, briefing note, concept notes, etc.
- Implement the Spotlight project coordination system for bringing together different business units and relevant partners within UNICEF to provide cross-sectoral support for the design and implementation of the Spotlight
- Project coordination, monitoring and reporting support for UNICEF’s implementation of the SI
- Establish an effective monitoring and evaluation system for the UNICEF component of the SI;
- Organize regular check-in/calls with Spotlight country and regional offices to monitor progress and provide support as needed
- Set up a system for compliance with donors’ agreements and reporting standards, in collaboration with PPD
- Provide technical support for regular donor reports (financial and narrative) from UNICEF country and regional offices on the Spotlight Initiative
- Provide operational support to UNICEF’s SI implementation
- Liaise with Division of Financial Management and Public Partnership Division to organize and oversee Spotlight financial management processes
- Ensure quality assurance of CO implementation and expenditure per agreed annual work plans
- Facilitate transparent financial management of the programme that is able to stand up to regular audits and evaluation
- Undertake other project management and coordination support to key strategic partnerships as needed.
Scope of Work:
The overall focus of the consultancy is to document impacts and lessons learned regarding social norms and services resulting from UNICEF programs and provide a reference to relevant literature and evidence. This will be achieved by the following activities.

Qualifications and Experience
- A minimum of (5) five years progressively responsible professional work related to project management in the area of gender equality programming, especially GBV Programmes
- Experience in coordinating and/or facilitating multi-country grant
- Experience in planning and monitoring projects
- Demonstrated analytical and persuasive writing skills experience as well as editing skills, including ability to convey complex information in a clear manner to a diverse audience
- Administrative skills and self-motivated with the ability to set priorities and manage multiple tasks under minimal supervision ineffective and efficient manner
- Ability to work under pressure and respond to deadlines without sacrificing quality
- Technical knowledge of quantitative and qualitative analysis of various set of data and information
- Experience designing knowledge management strategies is an asset
- Expertise in programming for Gender Based Violence, gender equality and women and girls’ empowerment is an asset
- Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
Requirements:

- Financial proposal that will include:
- your daily/monthly rate (in US$) to undertake the terms of reference.
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
