BACKGROUND
Mental health and psychosocial support (MHPSS) for children, adolescents and families is an emerging area of importance for UNICEF, which as organization approaches it as a multisectoral priority. Measurement of mental health is now a key component of the Health portfolio, in the are of Maternal, Newborn, Child and Adolescent Health (MNCAH). Evidence and data generation are among the key pillars of action in the all these areas. It is in this context that the Health and HIV Unit, within the Data and Analytics team of the Division of Data, Analysis, Planning and Monitoring has prioritized activities related to the measurement, monitoring and reporting of MHPSS related activities, alongside MNCAH priorities, including development of measurement tools for adolescent mental health, development of M&E frameworks across a number of projects, including the global MHPSS framework as well as for specific projects that focus on related areas like social emotional learning, skills development and risk and protective factors.
Terms of Reference / Deliverables
In close collaboration and working with the Statistics and Monitoring Specialist for MNCAH, the consultant will support the MNCAH portfolio with a specific focus, but not limited to, adolescent mental health on key activities related to: The harmonization and updating of the indicators in the global database, the development of data-driven products including analytical and data visualization products, and developing new tools for data collection/analysis/dissemination and monitoring and evaluation tools like M&E frameworks, log frames and key performance indicators (KPIs) etc..
Responsibilities include the following:
- Support the field testing/demonstration of monitoring and evaluation framework for mental health and psychosocial support (MHPSS). Engagement with counties in adaptation of M&E frameworks and production of guidance document.
- Development of measurement tools and validation methods to support the M&E framework of projects related to (MHPSS). This task includes country support.
- Develop a data collection module to measure NCD risk factors among adolescents, to be used in cross-sectional surveys –. Support to household survey pre-test activities of the adolescent mental health module.
- Update and expand MNCAH database including emerging areas of programmatic interest (chronic diseases, injuries, disabilities, mental health etc.).
- Produce analysis, graphs and charts for specific MNCAH products and publications including, but not limited to fact sheets, data driven briefings, brochures, country profiles and interactive dashboards, and related materials.
- Support MNCAH Integrated database processes in terms of harmonization of variables and values (including reviews, tracking, documentation etc.)
- Review country specific survey reports and tools from the Multiple Indicators Cluster Survey program.
- Maintain and update UNICEF-related data website pages for health (MNCAH) specific sections.
Qualifications
1) Education
•An advanced university degree in demography, global health, public health, or epidemiology.
2) Work experience
•Two years of work experience at the national or international levels in statistical data processing, data analysis, and development/maintenance of statistical databases.
•Proven experience analyzing, compiling and presenting data, with a focus on Health (MNCAH) related areas preferably.
• Proven experience in data analysis and writing to disseminate key data and findings to technical and non-technical audiences, particularly related to health (MNCAH indicators).
• Proven experience in working with STATA or R (preferable) – specifically, experience analyzing microdata from household surveys, in particular DHS and MICS.
• Proven experience in conducting literature reviews and summarizing findings is an asset

Requirements:
- Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
- Financial proposal that will include:
- your daily/monthly rate (in US$) to undertake the terms of reference
- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.
- Indicate your availability
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
