BACKGROUND

UNICEF globally plays a critical role in maximizing PEPFAR’s resources and ultimately achieving HIV epidemic control guide the global response. Since 2009, US CDC and UNICEF have formalized their global partnerships in 3 cooperative agreements which have acted as a vehicle for tens of millions of funding to multiple countries in many regions. This partnership has enabled UNICEF to draw on the organization’s comparative advantage as the global leader in the promotion of action for the protection of children’s rights and to leverage additional resources mainly in areas relating to PMTCT, pediatric and adolescent HIV care and treatment, and social protection of children affected by AIDS including data to action follow up to violence against children surveys as well as support to proven adolescent prevention interventions in high transmission locations.

In January 2020, UNICEF received the new Notice of Funding Opportunity for the next UNICEF/CDC 5-year Cooperative Agreement (CoAg). Under this umbrella agreement with CDC, UNICEF HQ is in charge of the overall grant management function including coordination of applications, reporting including progress narrative as well as several biannual/annual CDC-required expenditure and budget projection reports. 

Terms of Reference / Deliverables

Scope of Work:

Under the supervision of the Resource Mobilization Specialist and working closely with the UNICEF Public Partnership Division and the CDC fund recipient COs, the incumbent will assist with the management of the grant providing support to interactions with the partner, COs and PPD focal point. The incumbent will assist with the HQ oversight of project, coordination of reporting and continuation applications process including the end cycle grant closure. He/she will ensure timely communication and follow ups with all COs as required for a timely submission of all reports to CDC.

The work supports consolidation and finalization of several products under the following work streams:

•             Contribute to submission of UNICEF application under Y2 programme of the CoAg, CDC biannual/annual financial reporting processes and key budget projection/reports.

•             Maintain UNICEF CoAg collaboration site updated and assists with other resource mobilization duties in the section.

Payment will be made monthly against invoice submitted by the consultant, indicating the deliverables and the number of days worked. Payment will be subject to delivery of outputs on time and of good quality, as certified by the supervisor

Qualifications

 (1) Education

• A Master’s degree in Health, Public Health, Social Sciences or relevant field.

2) Work experience

• A junior expert with understanding / working experience in health and HIV/AIDS programming.
• Evidence of good writing skills (at least one example of relevant work e.g. a funding proposal / concept note / advocacy brief etc).
• Two to three (2-3) years of work experience in project management and /or grant management.
• Demonstration of excellent analytical skills: 2 examples of effective data collection, analysis, organization and presentation of information.
• Flexible, good interpersonal skills and ability to work under very tight deadlines.
• Working experience with UNICEF or UN is an asset.

• Financial proposal that will include:

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
