Consultancy – CPD55 Report Writing Consultant, Population and Development Branch (PDB), Technical Division

Purpose of consultancy:
The consultancy is located within the Population and Development Branch (PDB), Technical Division. The consultant will prepare an 8500-word draft report that provides a critical review of major global and national programmes and interventions addressing sustained and inclusive economic growth, highlighting those that have been more or less successful, and focusing on interventions that promote the values and vision of the Programme of Action of the International Conference on Population and Development, and thereby have shown particular success in addressing inclusive economic growth for women, and for marginalized populations.
The purpose of consultancy is to produce a report that focuses on interventions that promote the values and vision of the Programme of Action of the International Conference on Population and Development.
During the term of this consultancy, incumbent will be expected to perform the following activities:
1. Review and compile a summary of interventions/ programmes/ policies that respond to demographic change — population numbers, age structures and spatial distribution — and which have effectively promoted inclusive economic development. In this context special attention will be given to interventions in young LMIC countries pursuing a first demographic dividend, and countries at later stages of the demographic transition promoting economic growth in a context of population ageing and population decline.
2. Referencing the vision and values of the ICPD Programme of Action, which highlights equality and human rights, the review will give special attention to issues of economic equality, and redressing economic and social disadvantages among vulnerable and marginalized populations, including but not limited to youth and adolescents, older persons, women, persons with disabilities and those living under conditions of acute or sustained humanitarian crisis.
3. Solicit input and documentation resources from UNFPA partners at the World Bank and other financial institutions, across relevant units within UNFPA, UNDP, ILO, the United Nations Population Division (UNPD), and other agencies that deal with policy issues related to population and inclusive economic development.
4. Draft the Report of the Secretary General on programmes and interventions for the implementation of the Programme of Action of the International Conference on Population and Development in the context of Population and sustainable development, in particular sustained and inclusive economic growth.
5. The report is to have a length of 8,500 words in total. In addition to a review of the literature and various programmes, it may require data analysis and the presentation of this analysis in appealing charts and tables.
6. Participate in an expert group meeting (EGM) on the theme of the Commission in September/ October.
Within the broad scope of work as outlined above, the consultant is expected to deliver relevant activities on timely basis, reliably and accurately throughout the consultancy period. Specific deadlines, reports/deliverables will be on need basis and communicated accordingly.
The consultant will report to the of Technical Specialist, PDB, under the overall supervision of the Chief of PDB.

Compensation and Duration
This position offers attractive remuneration package. Note that the consultant will work remotely for 60 days from 1 July to 30 September 2021.
Required Expertise and Qualifications
Education:
● Master’s degree in Demography, Sociology, Epidemiology, Economics or related fields of study; a PhD is a significant advantage.
Knowledge and Experience:
● Good understanding of of the vision and values of the ICPD-Programme of Action (PoA) and the 2030 Agenda for Sustainable Development and the SDGs;
● Proven expertise in economic development programmes, and on the linkages between population change and inclusive economic growth, including equitable financing mechanisms, in the context of countries in diverse stages of the demographic transition;
● Proven ability to generate timely and comprehensive reports that address matters of technical significance in the field of economic development for a lay audience;
● Excellent English writing and communication skills;
● Strong interpersonal, coordination and organizational skills;
● Ease in conferring with a wide range of senior professionals from academia, think-tanks and UN agencies;
● Willingness to contribute and work as part of a team.
Languages:
● Fluency in English; at least intermediate proficiency in either French or Spanish.
