In its 2022 Annual Work Plan, the ECW Secretariat plans to renew several Multi-Year Resilience Programmes (MYRP) by the end of 2022. The Secretariat provides on-going technical support throughout the process to ensure that countries are able to develop high-quality proposals addressing challenges that ECW is mandated to confront, including improving learning outcomes, advancing gender equity and inclusion, and provision of MHPSS for children and teachers. The ECW Secretariat also reviews each MYRP through a structured quality assurance process before it is submitted to the ECW ExCom for approval. The MYRP development process will start at the beginning of 2022 allowing for the ECW Secretariat technical staff to structure their technical support to each country. Additional technical support is required to ensure that the planned MYRPs are developed and approved by the end of 2022.
ECW is looking for a consultant to provide additional technical support throughout 2022 to ensure that the Secretariat is able to provide high-quality technical backstopping for programme design and quality assurance.
How can you make a difference?
Under the guidance of the ECW Chief of Education, the consultant is responsible for providing technical backstopping support as outlined below. S/he will work closely with the ECW Field Investment Workstream and Country Focal Points to review draft programmes efficiently and effectively and develop concrete feedback for improvement. S/he will also act as the penholder and support the development of at least one MYRP. S/he will be responsible for designing a training programme for MYRP consultants. Finally, s/he will also quality assure programme and project reports and to use findings to develop strategic communication materials for the ECW Director and Senior Management.
The expected results of this Consultancy are as follows:
- In collaboration with ECW MYRP Co-Leads, provide technical education in emergencies guidance to in-country MYRP development teams to support the design of context-specific programmes
- Conduct quality assurance reviews of MYRPs and develop concrete feedback that can be shared with in-country MYRP development teams to strengthen programme design
- Develop and deliver on-boarding training for MYRP penholder consultants and provide technical backstopping during the design of MYRPs
- Act as the penholder and support the development of up to at least one MYRP before the end of 2022. Country to be identified.
- Support the implementation of the ECW Capacity Development Framework
- Support preparation and revision of programmatic guides and instructions, particularly for the MYRP
- Support the finalization of First Emergency, Multi-Year Resilience Programmes, and Acceleration Facility applications
- Develop briefing materials and talking points for ECW Senior Management on ECW country investments
- Contribute to strategic planning exercises

To qualify as an advocate for every child you will have…
- A Master’s degree in Education, or another related social science field is required.
- Eight (8) years of relevant work experience at the national or international levels in fields related to Education and/or knowledge/information management.
- Demonstrated experience in developing funding proposals and programme documents
- Experience reviewing funding applications and providing concrete technical feedback
- Previous work experience with ECW and ECW programming is an asset.

Experience with Education Sector Coordination Architecture an asset

Excellent communication and organizational skills and ability to prioritize and manage multiple tasks.

Excellent writing skills
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

PROPOSED PAYMENT SCHEDULE – By Deliverable
Payment upon deliverables/milestones: UNICEF will only make milestone payment based on achievement of specific deliverables as listed on the table above. These payments should be stated in terms of percentage. Also note that UNICEF does not make advance payment except under certain conditions in line with UNICEF Financial Rules and Regulations.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
If selected for this consultancy the resulting appointment will be limited to ECW, a UNICEF hosted fund.
