1. Purpose of the assignment
We believe no child should be part of war. Ever. A safe and inclusive War Child Holland is crucial for a safe and inclusive humanitarian and development action, and one that is relevant, appropriate and reaches those that need it the most.
War Child Holland is searching for a consultant/diverse consultancy team to strengthen our capacity to transform into a more inclusive, anti-racist and anti-discriminatory organization, targeting systemic racism and discrimination in policies, decision and programs, and to help us move toward long-term systemic change. We recognize the great need to operate not only to prevent racism and discrimination in our organization, but to be anti-racist and anti-discriminatory in our work. As we reflect the communities we live in and acknowledge there are different internal and external dimensions and intersectionality, we strive for a holistic, sustainable and transformative approach focused on tangible results and sustainable impact. We seek support in designing a process to understand how racism, discrimination and neocolonialism operates within the humanitarian sector and specifically in War Child Holland and to strengthen War Child Holland’s organisational response to what is learnt.

2. Background
War Child Holland works exclusively to improve the resilience and wellbeing of children living with violence and armed conflict. We empower children in everything we do. We work to unleash their inner strength through our creative and engaging approach. We deliver vital child protection, education and psychosocial support. We are present in countries where violence and armed conflict are a fact of life. We work together with caregivers and communities – as well as other NGOs – to strengthen the resilience and psychosocial wellbeing of conflict-affected children.
World-wide protests standing against structural racism at every level of society shook the humanitarian sector’s status quo. Sector-wide calls have been made to decolonize aid. War Child Holland seeks to deepen its understanding of systemic racism and discrimination in international development, learn where and how sustainable improvement needs to be made internally and improve structures and policies to eradicate systemic racism and discrimination in order to better contribute to racial justice, equity, diversity and inclusion.
3. Scope of work
The scope of the work is multi-leveled. We are open to hiring multiple consultants, or a team who can undertake the following. Advice is needed in the design of a process to eradicate systemic racism and discrimination at War Child Holland, within our teams and within our programmatic work and structure as an international NGO.
We seek expertise and advice, and implementation support on our organizational response to embed anti-racism and anti-discrimination, following the learning journey or open dialogue procedure.
· Review systemic racism and discrimination in War Child Holland policies, decisions, and programs (this would include desk review and could include an open dialogue or real time review).
· Develop a road map for short and long-term systemic anti-racist and anti-discriminatory change within the organisation. This may include everything from awareness raising, trainings to open dialogues to making changes in our policies, decision making practices, organizational structures, etc
We seek facilitators in each of our regional offices who can liaise with national teams (Burundi, Colombia, DRC, Jordan, Germany, Lebanon, Netherlands, occupied Palestinian territory, South Sudan, Sri Lanka, Sweden, Uganda).
4. Work schedule
We anticipate the assignment to start as quickly as possible (January 2021) and to continue for 6 to 12 months.
5. Deliverables
· Process designed to facilitate organizational wide learning and dialogues on how systemic racism, discrimination and neocolonialism impacts the work of War Child
· Review systemic racism and discrimination in policies, decisions, and programs
· Develop a road map for short and long-term systemic change
· Support, guidance and facilitation of the implementation of the process
6. Payment schedule
Payments by War Child are delivery-based. The proposed payment schedule for this assignment is monthly payment upon submission of progress reports on completed tasks, outlined against planned outputs. The contractor will be paid within 30 days upon presentation and verification of an original invoice.
7. Point of contact with War Child Holland
Direct point of contact during the assignment within War Child Holland will be Gabriela Koppenol-Gonzalez. You will be working together with a dedicated internal working group on this topic.
8. Competences needed
· Background in inclusion, anti-racism and anti-discrimination organizing and advocacy
· Demonstrated 5 + years of experience needed in the NGO or humanitarian sector and up to date insight into racism/discrimination in humanitarian sector and how it is operative, including current and ongoing discourses surrounding it
· Experience in undertaking similar work, at the national, regional and global level
· Experience in designing and facilitating sensitive organizational change processes and courageous, frank and sensitive open dialogues with different stakeholders from different countries and translating it to tangible and sustainable results that can be monitored
· Knowledge and demonstrated application of movement building
· Good facilitation skill and able to accommodate different view of participants, understanding and experience
· Excellent listening, writing and reporting skills
· Openness/being open-minded
· A sense of humor
· Flexibility/adaptability
· Accepting/understanding
· Sensitivity to different cultures
