Position Description

The Monitoring, Evaluation, and Learning for Sustainability (MELS) Project, is funded by the U.S. Agency for International Development (USAID) and implemented by EnCompass and its partner, All in for Development.

USAID MELS provides services in monitoring, evaluation, and learning (MEL) to the USAID Missions in Peru, Paraguay, and Brazil. In addition, one of its objectives is to strengthen MEL capacities among USAID/Peru technical staff, implementing partners from the Peru Mission’s bilateral portfolio, and government institutions, in order to improve the systems that generate evidence and support efficient decision-making, achieving more sustainable development results. Among the strategies to this end, MELS facilitates access to MEL resources and tools, develops tailor-made learning programs, encourages peer learning to share learning between partners and government institutions, and strengthens the leadership of MEL-related actors.

In this sense, MELS will organize and compile in a catalog training and tools resources for monitoring, evaluation, and learning, which will be renewed on a regular basis. It will include materials produced by USAID, government institutions and partners, and others, identified in the stakeholder analysis as key areas of interest.

The purpose of this MEL resources catalog is to help USAID/Peru implementing partners and allies to understand the implications of the current situation in their work regarding MEL and to adapt it to the current circumstances. It facilitates access to updated and organized information on these topics, which these days circulate in a scattered manner and mostly in English, and through different channels.

The target audiences for the catalog are the implementing partners and Government institutions that participate in projects assisted by USAID/Peru, as well as the technical staff of the Mission in Peru. Additionally, the catalog has as secondary audiences other Spanish-speaking USAID Missions in Latin America, as well as other key actors in the region (such as professional networks, academia, independents) interested in monitoring and evaluation issues.

Under component 3 of the project, MELS requires to hire a consultant to develop a database that contains the list of one hundred (100) identified, analyzed, selected, classified, and organized resources. These resources refer to training materials and tools for MEL so that they help MEL professionals develop their functions in the current context of COVID-19 and onwards. This database will serve as input for the development of the mentioned catalog. Likewise, these resources can be texts in various formats, web pages, videos, audios, graphics, among others.

The development of this consultancy requires frequent interaction with the members of the MELS team, as well as for the consultant to be hired to have an appropriate computer and internet service, in order to carry out the activities remotely. The level of effort estimated for this consultancy is 12 days, payment is per product delivered and approved according to the schedule specified in this scope of Work (SOW), and the consultancy service will be performed in Lima, Peru, between November and December 2020.

Position Duties and Responsibilities

The consultant is expected to:

  1. Participate in meetings with the MELS technical team to:
    • specify expectations about the catalog, resources, and scope of the consultancy
    • specify the content of the consultancy report
    • present progress regarding the consultancy
  2. Review existing catalogs, and based on the findings, propose a database structure in which the information on all the selected resources will be recorded.
  3. Present the database structure, explaining each of its fields (categories of the resources, characteristics, themes in which the selected resources will be organized). The database structure must be approved by the technical team.
  4. Develop and present the organization proposal (folders) to be used to host the resources in Google Drive. The organization proposal must be approved by the technical team.
  5. Search, compile, analyze, and select resources on the topics of the catalog in websites and databases accessible by internet (in Spanish and English).
  6. Organize information according to agreed categories in a database and folders in Google Drive or similar. The database is expected to contain at least 100 selected resources.
  7. Prepare short summaries (maximum 200 words) in Spanish of the identified resources.

Position requirements

Qualifications

  • Professional with a master’s degree or MBA in areas of social sciences (economics, sociology, psychology, anthropology), administration (public management), information management, or a related field.
  • At least 6 years of professional experience in mid-level management in the public or private sector or related field, or equivalent years of experience in consulting as a member of the technical team, developing activities related to monitoring and evaluation of development programs and projects.
  • Specialization studies in monitoring and evaluation.
  • Advance skills in MS Office, and to perform advanced searches on the internet.
  • Good writing and synthesis ability in Spanish.
  • It is desirable to have familiarity with cloud-based information management platforms and repositories (Google, Sharepoint, OneDrive, others).
  • Excellent oral and written communication skills and ability to work and communicate effectively with technical and administrative staff.
  • Must have at least level 3 in English and 4 in Spanish. (See the scale table at the bottom).
  • Good analytical skills.
  • Immediate availability.
