About Johanniter: Johanniter International is the partnership of 16 national charities organizations originally founded by the Orders of St John and the 4 Orders of St John in Europe. Johanniter opened its Country Office in March 2014 and has a Memorandum of Understanding (MoU) with the Royal Government of Cambodia (Ministry of Foreign Affairs and International Cooperation) and is officially registered with its office located in Phnom Penh, the capital city. Johanniter supports local partner organizations to implement projects supporting the most neglected and vulnerable. Johanniter places an emphasis supporting access to appropriate healthcare, improving water, sanitation and hygiene, combating malnutrition and securing livelihoods.

OBJECTIVE OF CONSULTANCY

An experienced consultant (s) is required to conduct a project baseline report for the above detailed project. The report must be based on high quality primary data (quantitative and qualitative) collected in the project target areas, based on robust research approaches. The subsequent report must be developed based on the data collected and complimented by analysis provided by the consultant.

The scope of the project is detailed below:

Description

The project will target rural farmers and members of Community Protected Areas (CPAs) and Community Fisheries (CFis) living in 45 villages in three provinces- Ratanakiri, Stung Treng and Kratie. CPAs and CFis refers to areas designated as conservation areas for wildlife, nature, ecosystems and cultures. The number of villages (45) targeted under the project will be broken down as follows: Ratanakiri province: 16 villages; Stung Treng province: 16 villages and Kratie province: 13 villages. The total number of beneficiaries under this project is 5,808 individuals. This includes 1,236 households, with 2,841 males and 2,967 females. The average size of a household is 4.4 people in the target areas.

Indirect beneficiaries under this project are considered the broader communities in the 45 target villages.

FREQUENCY OF CONSULTANCY

The consultancy will require engagement with SCW for approximately 6 weeks in total (30 working days). However, the total time frame should be suggested by the consultant as part of the application process. The suggested timeline below is a guide and consultant’s applications do not have to adhere to this strictly. Specifically, the consultant will be required to undertake the following tasks:

Meet with relevant representatives to develop objectives and work plan. During this stage, SCW will share the details of the project log frame and supporting documents. Develop primary data collection tools for review by SCW and Johanniter.

Provide an overview analysis of operating environment

Analysis of primary data collection, final report writing. Complete report and share with SCW and Johanniter for comments.

Review of comments and finalisation of draft report

Respond to comments/ suggestions regarding report, have final debrief meetings to conclude process. Report must be completed before November 30th 2020.

DELIVERABLES (BEFORE NOVEMBER 30TH 2020)

· Baseline report work plan

· Prepare high quality data collection tools (agreed in advance by SCW and Johanniter)

· Undertake primary data collection using high quality data collection tools

· Propose acceptable sampling methods with high confidence level and small margin error **

· Generate a professional baseline survey report, reviewed by a native English language speaker

· All deliverables must be made in line with agreed deadlines.

Johanniter, and SCW, will be responsible for:

  1. Engaging actively in the development of the work plan and development of tools
  2. Supporting with organizing travel to the target locations
  3. Providing constructive feedback on drafts of report and process throughout
  4. Meeting and providing timely feedback as requested by the consultant as needed to provide clarification on implementation of consultancy

TIME SCHEDULE

The completion of this work is expected to take approximately six weeks following the signing of the contract, spread over a period of 6 weeks, during October and November 2020. The consultancy must be finalized before November 30th 2020. However, the total time frame should be suggested by the consultant as part of the application process.

MANAGEMENT

The consultant will be managed by the Head of Mission of Johanniter.

PAYMENT SCHEDULE

Payment will be made as follows: **

Ø Milestone 1: Signing of contract 50% fee

Ø Milestone 2: Completion of project and submission of all deliverables 50% fee. Please note that final sign off on the report must be agreed by both SCW and Johanniter.

In the situation that the consultant does not meet the agreed deadlines (without advance agreement from SCW and Johanniter), the second payment will be reduced by 5% for each calendar day the submission is late.

INTELLECTUAL PROPERTY

All intellectual property generated by the consultancy will be owned by Johanniter and SCW, who will retain the rights to disseminate and publish the final report.

ESSENTIAL EXPERIENCE OF CONSULTANT

Ø At least 10 years’ experience completing similar studies in the past- experience with research, analysis, statistics, etc.

Ø Relevant academic background- statistics, community development, or related field. Consultants should have the requisite technical, methodological and practical expert knowledge and are well familiar with the methodology.

Ø Experience with local NGOs and community level programming

Ø High quality communication skills, notably report writing.

Ø Experience writing high quality reports, and incorporating written feedback and addressing comments from multiple stakeholders

Ø Excellent written and oral English and Khmer communication skills

Ø Strong relationship management skills

Ø Ability to manage the available time and resources and to work to tight deadlines
