Consultancy – Gender Based Violence (GBV) Technical Consultant, Technical Division

Purpose of consultancy:
The purpose of the consultancy is to enable consolidation of the streams of UNFPA GBV programming from the country, regional and global levels through in depth and participatory consultations to support development of the GBV Operational Plan (2022 – 2025). Through participatory consultations internally as well as with select partners, the consultancy will also review and document the progress and lessons learnt as well as intersections between current UNFPA global programmes including the Essential Services Package for Women and Girls Subject to Violence (ESP). Finally, the consultancy will develop and roll out the communications strategy to showcase technical papers, capacity building and case studies guided by the consultations to showcase cutting edge GBV programme interventions for cross institutional learning.
The consultant will support completion of a range of deliverables that requires specialized skills in the full range of GBV programmes across the humanitarian and development nexus as well as in depth knowledge and understanding of current global GBV programmes and minimum standards. To ensure the products are developed and delivered in a timely manner, it will require full time and committed, dedicated and full-time effort, condensed in a short period. Specifically, :
To ensure the content of the GBV Operational Plan is relevant to the needs and priorities of offices in humanitarian, development and peacebuilding contexts, conduct in depth consultations with country and regional offices as well as select partners to enable identification of emerging and good practices, programmes for scale up and gaps;
Development of the GBV Operational Plan in line with the Gender Strategy and the UNFPA Strategic Plan (2022-2025) relying upon cutting edge and innovative thought leadership;
Review and evaluate UNFPA implementation of the Essential Services Package for Women and Girls Subject to Violence Phase II to inform Phase III of the programme development and intersections with other relevant global GBV programmes including the Spotlight Initiative.
Development or consolidation of key capacity building packages to support addressing the gaps in capacity and knowledge identified through the in depth consultation processes in addition to supporting the GHRB led development of technical papers which will be disseminated as a component of the GBV communications output of the GBV Operational Plan;
Support the development and roll out the GBV communications strategy and knowledge management platform and contribute to a resource mobilization plan all of which will form the key components of the GBV Operational plan.
These deliverables will be central to support delivery against the UNFPA Gender Strategy and UNFPA Strategic Plan (2022-2025).
The consultant will report to the GBV Advisor and work in close collaboration with the GBV Programme Specialist and Humanitarian Development Nexus Advisor – GBV and Gender.

Required Expertise and Qualifications
Education:
Post graduate or equivalent in gender, international development, international relations, or other social science fields.
Knowledge and Experience:
At least 10 years of experience in the practice of as well as strategic development, research and training on GBV and GBViE;
Experience in capacity building on GBV and GBViE, including GBV minimum standards and guidelines;
Experience in provisioning of technical assistance, programme, policy analysis, and strategic planning.
Experience working with, and mobilizing human capacities and partnerships with governments, donors and civil society organizations internationally and in the field.
Languages:
Fluency in English required; knowledge of other official UN languages, preferably French and/or Spanish, is an asset.
