BACKGROUND

The Global and Regional Programme (GRP) contributes resources to each of the outcome areas of the Strategic Plan and is integrated within the Strategic Plan and related results and resources framework. GRP resources are implemented by each of the seven UNICEF regional offices as well as relevant headquarters divisions and offices.

The Strategic Planning and Corporate Analysis (SPCA) team is seeking additional support to design the global and regional programme and related programme document covering the new Strategic Plan period of 2022-2025.

Under the direct supervision of the Chief of SPCA, Programme Effectiveness Team (PET), Division of Data, Analytics, Planning, and Monitoring (DAPM), the consultant is expected to finalise the design of the new GRP programme and develop the programme document throughout December 2021 to April 2022 and support the team in integrating the design of GRP more fully into the roll-out of the new Strategic Plan during the same period.

Terms of Reference / Deliverables

Programme design support for the following deliverables in close consultation with the supervisor.

• Review and analyse the current UNICEF approach of GRP including the evolution of the programme, the resource utilisation and planning.
• Review the GRP approaches of other UN agencies and the design of their programmes and programme documents.
• Develop and draft narrative report and presentation on the resulting analytical findings.
• Draft and finalise the design of the GRP programme and write the corresponding programme document.

Qualifications

(1) Education

• Advanced university degree in social sciences, public policy, international development, or any related field.

(2) Work experience

• Knowledge and experience of UNICEF programmes of cooperation.
• Thorough understanding of and work experience in results frameworks and results-based management is an asset

(3) Competencies

• Strong writing skills in English is required
• Excellent command of the English language and an eye for detail
• Strong analytical skills and ability to work with and as a part of teams
• Ability to work independently in a timely manner
• Ability to meet deadlines
• Ability to speak English fluently is required.
• Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment

Requirements:

• Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
• Financial proposal that will include:
• your daily/monthly rate (in US$) to undertake the terms of reference 
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
