COVID-19 brought unprecedented attention and support to hand hygiene, providing a unique opportunity to establish and scale-up sustainable hand hygiene programs. In response, several hand hygiene initiatives were launched. As part of the Hand Hygiene for All Initiative (HH4A), UNICEF and the World Economic Forum have launched the Hand Hygiene Market Accelerator (HHMA), a multi-stakeholder public-private partnership strengthening national supply chains to sustainably design, manufacture, and distribute high-quality, affordable hand hygiene products and services in countries with low levels of hand hygiene coverage.

This global platform will drive access to hand hygiene through three main areas of work: 

– Incubator: Create the conditions to scale up supply chain enterprises and solutions to advance access to hand hygiene products and services across distinct demand segments – e.g., households, schools, health care facilities, and other public venues. As part of the Incubator work, the HHMA team will deploy a set of tools, processes, and resources to roll out across countries to help 1) assess hand hygiene markets and determine the strength of their supply chain, and 2) define a supply chain strengthening roadmap. 

– Knowledge sharing & networking: Set up and maintain a network where local, regional, and global hand hygiene supply chain players convene to share learning and best practices, identify new opportunities, and make strategic connections to help advance their work.

– Advocacy: Drive awareness, call for government and public action to strengthen hand hygiene supply chains by 1) influencing policy and regulation; 2) spotlighting successes, and 3) rallying stakeholders behind core issues surrounding the supply of hand hygiene.

How can you make a difference?

To move the Incubator work forward, the HHMA team at UNICEF is seeking a qualified supply chain expert with experience in market strengthening to work directly with the UNICEF Supply Chain teams, the HHMA Coordinator and selected initiative peers and partners to carry out the development of an HHMA Supply Chain Strengthening Framework with defined metrics & KPIs and tools to be used across markets.

MAIN TASKS

The consultant will be responsible for the following scope of work:

  1. CONSULT with UNICEF Supply Division Experts, UNICEF water, sanitation, and hygiene (WASH) experts, and HHMA participants to scope out the objective and content of the HHMA Supply Chain Strengthening Toolkit and Framework.
  2. SCAN the market: Help determine the specific methodology (e.g., data collection techniques, fieldwork, interviews, etc.) to assess Hand Hygiene demand and supply dynamics in a specific market and to gather all the information needed to codify the national supply chain system.
     
  3. CODIFY the Supply Chain system: The advisor will help us define the HHMA Supply Chain Framework that will describe our “point of view” of what a functional supply chain system should include to use as a starting point to codify and diagnose / evaluate national supply chains. 
  4. DIAGNOSE the Supply Chain system: Once the system is codified and using our HHMA Supply Chain Framework, the advisor will help us determine which benchmarks and metrics / KPIs will be used to evaluate the system, so we can identify specific opportunity areas and needs to tackle.
  5. DEFINE the Strengthening plan: Help determine the steps, information needed, and the overall process to set up a local supply chain strengthening roadmap.

DELIVERABLES

UNICEF is seeking a consultant for approximately 30 days to “package” all the specific deliverables into a cohesive HHMA Supply Chain Strengthening toolkit to be offered to all the countries. This toolkit should be underpinned by a clearly defined HHMA Supply Chain Framework that describes our “point of view” of what a functional supply chain system should include. Tools may include: 

  1. Market Assessment methodology and questionnaire.
  2. Supply chain diagnosis methodology, including metrics and KPIs. 
  3. Supply chain strengthening roadmap, which defines the possible pathways to strengthen a supply chain system, depending on the diagnosis.
  4. Tracking dashboard to measure progress on supply chain strengthening plan.

Throughout the consultancy, the supply chain expert must consult and collaborate with UNICEF’s supply chain teams, UNICEF regional and country hand hygiene experts, and external HHMA stakeholders to review existing tools and to inform the scope and composition of the HHMA Supply Chain Strengthening toolkit and Supply Chain Framework.

ESTIMATED DURATION OF THE CONTRACT AND PROPOSAL

  • The contract is only for a limited 30 working days, within the contract duration of 6 months, tentatively starting from 15-December 2021, to be called upon when service is required, and at the agreed daily fee.
  • Payments will be made upon satisfactory completion of tasks and submission of invoices based on the number of days worked certified by the supervisor.

To qualify as an advocate for every child you will have…

Education:

  • An advanced university degree is required in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract/Commercial Law, International Development, Health or related social science field, or A first level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with six (6) years of relevant work experience in supply, logistics, procurement, contracting, administration and/or other directly-related technical field, may be taken in lieu of an advanced university degree.

Experience:

  • A minimum of four (4) years of relevant experience with the private sector in supply chain strengthening and market-shaping, logistics, procurement, and/or other directly related technical fields is required.

Others:

The consultant should be able to provide evidence of competencies in:

  • Supply chain processes
  • Strategy design and development
  • Project management
  • Working with a diverse range of stakeholders
  • Working under limited supervision with the ability to deliver on time and on budget

Language Requirements:

Fluency in English is required.
